Dear authors.

Your paper deals with an interesting topic in research concerning rural tourism. However, I feel that your paper has several important weaknesses.

Firstly you have a section called “Literature Review”. A paper should begin with the Introduction section, where authors and contextualize and present the topic under research, present the research problem and present the purpose of the study. Often here, an indication concerning the  structure of the paper is also helpful.

 

Second, you have a section called “2. Case Introduction and Research Methods”. Please change to Case Study and Research methods. I the subsection called “2.1. Case Introduction” you do not have any citation. Why????

The same happen in the next sub-sections of section 2. This is wrong. Moreover, I would like to see what type of questions did you do and how do you select people to answer to the interview.

 

Thirdly, section 3 “Ethnic Tourist Villages: Governance Practice of Longjing Village” has also a strange structure. What is the intention of starting a text with points like these? “(1) Change of governance subject. (2) Material landscape of ethnic village; (3) Ethnic village culture”.

 

In the (Research) Conclusion Section, again I don´t see any citation and any relationship with literature review. This is wrong. Please discuss your data and relate them with literature review.

 

Last but not the least, pay attention to the citation in the text. They are not well insert in the text.

1.     Why there is no introduction?

2.      line 112, wrong year for Figure 3.

3.     line 133, there is a problem with the timing. Why were these three time periods chosen?

4.     line 203, “Therefore, there is no competition and conflict between the names in the election of the village committee.”The interviewees' words have yet to be verified.

5.     The title of the article is “Research on the Evolution of the Governance Logic of Ethnic Minority Village”, while the article ends with the statement “This paper focuses on the impact of tourism industry development as an independent variable on community governance”. This is conflicting.

Dear authors, Thank you for your efforts. But in my opinion this paper continues to have major problems. see my comments below. 

In the introduction section you should define what is the research problem? I am not convinced that you did that. Moreover, you claimed that “However, the tourism development of ethnic villages has received little attention in promoting the evolution of rural governance and multi-agent collaborative governance”. Again I am not convinced that this is true. We have a lot of literature concerning rural tourism and ethnic villages. See that you wrote in the literature section that “At present, a great of research achievements are made on the governance of ethnic minority villages, and considered that the integration of rural tourism and ethnic village governance is an important way to realize the modernization of village governance. So this is not coherent.

In this section you also should introduce the methodological procedures, as well the structure of the paper.

Summing up, the introduction section is very poor.

 

In the Conclusion and Discussion Section, you should relate this section with literature review. I don´t see here any link.

 

Last but not the least, the introduction of citations are not correct. Why above the line here?

Thank you for your suggestions. Contents were added in “1. Introduction” section on page 1 to 2 of the manuscript:

The rural community is the basic unit of the production and life for the majority of farmers. How to implement effective governance in the wide and broad rural communities to improve the quality of life of farmers is a topic of common concern and increasingly attracting more scholarly  and governmental attention[1, 2]. Although developed countries and developing countries face different problems in rural governance, they all rely on the power of the country, market and local communities in governance means[3-5] to achieve the goal of effective governance. Due to its particularity and complexity, the governance structure, governance content, governance subject and governance mode in ethnic minority areas are unique[6, 7], so that the governance of ethnic minority communities is an effective representation of rural community governance.

The existing researches on the governance of ethnic villages focus on industrial economic development[8], community organization development[9], community sustainable development[10-12], community poverty governance[13], ethnic cultural homogenization[14, 15]. The development of tourism industry plays an important role in promoting rural economy[16, 17] , rural ecological environment and rural cultural revitalization[18]. In addition, tourism is also considered as a potential mechanism for rural community development[19]. However, few articles analyze the tourism development of ethnic villages from the following two perspectives at the same time. The first perspective is the research on the social mentality of a certain village and local residents within a certain time range, or around something or some kind of social phenomenon occurring in the village. The second perspective is the evolution logical sequence of rural social development.

In order to fill this gap, this study constructs a binary analysis framework based on diachronic and synchronic theories. Diachronic and synchronic dimensions are the theoretical framework for research from the perspective of historical evolution and multi-subject collaborative participation. In view of this, taking Longjing Village as a case, this paper analyzes the historical evolution process and internal logic process of rural tourism development promoting rural governance, which has important theoretical and practical significance.

The structure of this paper as follows. First, we review the researches about ethnic village governance and ethnic village tourism. And then, we present the case study and research method, subsequently we introduce the data and analysis method. Finally, we present the conclusion and discussion. Limitation and future research directions conclude this paper.

The two appear to be contradictory and the author is asked to double-check them.
