Dr. Hellen Maziku earned her Ph.D. and M.Sc. in Computer and Information Systems Engineering in 2016 and 2012, respectively, from Tennessee State University (TSU), and a B.Sc. in Computer Engineering and Information Technology from the University of Dar es Salaam (UDSM) in 2009. She is currently a Senior Lecturer at the College of Information and Communication Technologies (CoICT) at UDSM, where she also serves as the Gender Focal Point. She is involved in research projects funded by agencies such as SIDA, UNICEF, DHS, the Air Force Research Lab, the Department of Energy (DoE), and the National Science Foundation (NSF). Her research interests include moving target defense, cyber deception, attack behavior modeling, software-defined security for critical infrastructures, machine learning, big data analytics, and human-centered design-based innovation.
Dr. Ntuli Kapologwe has been the Director of Health, Social Welfare, and Nutrition Services (DHSWNS) at the President’s Office, Regional Administration and Local Government Authorities (PORALG) since 2017. He earned his Medical Doctor (M.D.) degree from the University of Dar Es Salaam, a Master’s in Public Health, and a Ph.D. from the University of Dodoma (UDOM) in 2020. He has published over 70 articles in international peer-reviewed journals and has edited a book on Primary Health Care. His interests focus on strengthening maternal, newborn, and child health in resource-limited settings through implementation research and the application of various interventions at national, regional, and local levels.
