Background: This study aims to examine the barriers hindering the implementation of sustainable procurement in Indonesian small and medium-sized enterprises (SMEs) and to identify their hierarchical relationships. Methods: A mixed-method approach was adopted, employing Interpretive Structural Modeling (ISM) to map the causal structure of barriers and Fuzzy MICMAC analysis to classify them according to their influence and dependence. Data were collected through expert evaluations and secondary sources, providing both empirical depth and contextual validity. Results: The results reveal that financial constraints, particularly funding limitations, are the most critical and independent barrier driving the entire system of obstacles. The analysis further shows that systemic linkage barriers, such as minimal government incentives, limited availability of eco-friendly raw materials, and high import dependency, create a self-reinforcing cycle that amplifies cost challenges for SMEs. Dependent barriers, including regulatory inadequacies and weak supplier collaboration, are identified as outcomes of these structural constraints, while autonomous barriers like limited consumer awareness remain less influential but still significant. Conclusions: These findings demonstrate that sustainable procurement barriers are not isolated but interconnected, with financial viability acting as the foundational challenge. The study contributes to the literature by providing a relational perspective on sustainable procurement barriers, offering managerial insights for policy. Full article

As urban boundaries continue to expand and core city areas undergo optimization, megacities such as New York, London, Beijing, Shanghai, and Guangzhou exert a siphon effect on surrounding regions, intensifying population concentration and land demand. However, the imperative for coordinated production-living-ecological space development has placed limits on uncontrolled urban sprawl, highlighting the need for connotative, high-quality urban growth. Recent initiatives in urban village renewal and regeneration aim to enhance land-use efficiency but face persistent challenges—including preserving indigenous settlements and cultural heritage, while creating livable and friendly communities within high-density contexts. Utilizing a mixed-methods approach—combining bibliometrics analysis, questionnaire surveys, and enterprise interviews—this research investigates core challenges to urban renewal. Results indicate that multi-party collaborative governance integrating policy innovation, cultural preservation, human-centered planning, smart technologies, and sustainable development is essential for advancing “people-industry-city integration” in renewal models. The Chinese government releases a large number of enterprise-friendly policy documents every year, but due to the dispersed policy release channels and complex document parsing, enterprises need to invest a lot of human and material resources to analyze them, which results in many enterprises missing the opportunity to file. To solve this problem, this paper proposes a two-step cue learning-based event extraction framework (TPEE), which learns to recognize the role start and stop markers in the text by two prompts, and introduces a dynamic weighting mechanism to enhance the information interaction between roles. In the experiments, TPEE shows strong generalization ability on the publicly available financial dataset DuEE-Fin, and improves the F1-scores in argument recognition and classification tasks by 0.84% and 0.74%, respectively. In addition, based on the policy dataset DEE-Policy constructed by the authors, TPEE achieves F1-scores of 73.92% and 72.81% in the argument recognition and classification tasks, respectively, which are improved by 2.14% and 2.26% compared to the baseline model. The results show that the TPEE framework performs well in event extraction in the policy domain and provides technical support for enterprises to obtain policy information efficiently. Full article

In the current context of increasingly severe global environmental problems, green innovation policies have attracted much attention as an important means to promote sustainable economic development, achieve efficient resource utilization, and be environmentally friendly. Since green innovation involves various factors such as technology research and development and policy support, active cooperation and coordination among governments at all levels are required. Therefore, the theoretical analysis of the game strategy of green innovation among regional governments is particularly important. This paper focuses on inter-governmental collaboration, constructs a tripartite evolutionary game model between the central government and different local governments, analyzes the revenue situation of each party under different policy tendencies, and studies the impact of changes in different factors such as local government green innovation revenue and central government tax revenue on the stability of green innovation policy through simulation analysis. The results show that the adoption of punitive policies by the central government is more conducive to the formation of a stable collaborative governance mechanism. In addition to direct governance costs and benefits, the tax coefficient of local governments and the reduction in local enterprise profits are also key factors affecting regional collaborative governance. On this basis, this paper discusses the game strategies of different regional governments in promoting green innovation from the perspectives of the central government and local governments and puts forward policy recommendations to promote regional collaborative green innovation at the mechanism construction and specific operational levels, providing theoretical guidance for inter-governmental green innovation cooperation. Subject to pressures from resource exhaustion and environmental pollution, many countries have aimed to replace fossil fuels with renewable energy as part of their decarbonization strategy. In the post-pandemic era, countries are making efforts to explore a sustainable mode of economic development that features low resource consumption and less environmental pollution. Consumers are increasingly concerned about the environmental friendliness of energy products. In this study, we formulated four solutions for energy-saving optimization and control of the waste heat supply chain to conserve energy and compared the impact of a profit-as-incentive energy efficiency strategy and an energy efficiency incentive strategy on energy efficiency in the waste heat supply chain. Government agencies and enterprises can adopt a suitable strategy with the best current social and economic benefits to manage waste heat recovery. The profit-as-incentive energy efficiency strategy is more favorable for enterprises in the early stage of development. Under dual pressures of social attention to green energy and environmental protection, government agencies may adjust energy conservation policy to encourage enterprises to choose an energy efficiency incentive strategy to increase energy conservation. This study analyzed the operational environment of supply chains involved in the production of eco-friendly plastics, with a particular emphasis on small- and medium-sized businesses worldwide. Qualitative research methods were used to highlight the significance of extended producer responsibility (EPR) regulations and strong recycling programs for the sustainability of small- and medium-sized enterprises (SMEs). Also, this study looked at international regulations affecting the implementation of circular economy strategies and the difficulties in creating sustainable supply chains. It concluded that waste reduction, effective supply chain management, and sustainable practices are crucial aspects of a more effective and sustainable global plastic-manufacturing sector. This research highlighted the significance of government policies in SME revival and used Multiple-Criteria Decision Analysis (MCDA) to help SMEs adopt sustainable supply chain practices that act as a catalyst for industry reform. The continuous deterioration of the ecological environment and the increasing scarcity of resources have posed a serious challenge to the survival and development of human beings, and the implementation of green supply chain management (GSCM) in this context is an effective means to ensure the sustainable development of society and the economy. In order to seek the optimal strategy of evolutionary game in the implementation of green supply chain management and explore the influence of environmental regulation intensity and public preference degree on the evolution process of green supply chain management diffusion development, this paper takes the study of green supply chain management diffusion as the core innovation point, and under the premise of environmental regulation, selects the government, the core enterprise, and the public as the participating bodies of green supply chain management diffusion, and uses the theory of evolutionary game to construct a diffusion model of green supply chain management. Using evolutionary game theory to construct a diffusion model, and with the help of MATLAB and other mathematical tools for numerical simulation analysis, we discuss the diffusion of the green supply chain and derive the optimal combination strategy. The results of the study show that: (1) there are four evolutionary stable states in the process of green supply chain management diffusion: preliminary diffusion, extinction, semi-diffusion, and full diffusion; (2) it will be beneficial for the government to promote the evolutionary diffusion of green supply chain management by implementing a higher intensity of pollution tax policy while implementing green supply chain incentive strategies; (3) the government, while implementing environmental regulation policies, should also pay attention to the guidance of the public’s awareness of environmental friendliness and greenness, and focus on the role of the comprehensive strategy selection of the three parties of the game in reaching the optimal state. The conclusions of the study provide theoretical guidance and decision support for the implementation and diffusion of green supply chain management under environmental regulation. Full article

China’s economy has experienced a period of remarkable growth and entered a stage of high-quality development, necessitating the implementation of innovative eco-friendly practices involving green technology innovation. The capital market environment plays a direct role in influencing the sources and scale of external financing for businesses, thus affecting their green technology innovation activities. The Shanghai–Hong Kong Stock Connect (SHSC) mechanism in China is the first official two-way opening of China’s capital market. Therefore, this paper regards the SHSC policy as a quasi-natural experiment platform for the opening of the capital market and employs a difference-in-difference methodology to investigate the impact of the SHSC policy on enterprise green technology innovation and its influence mechanisms. The overall sample covers Chinese A-share listed enterprises from 2012 to 2017. The findings demonstrate that the SHSC policy significantly enhances the level of green technology innovation by enhancing corporate governance and alleviating financing constraints. Non-state-owned enterprises are more affected than state-owned ones, and there is no significant difference in the impact between heavily polluting industries and non-heavily polluting ones. How to help enterprises reduce pollution and transform into environmentally friendly enterprises through financial channels is an important issue that needs to be urgently addressed. This study constructs a quasi-natural experiment based on the implementation of the 2012 Green Credit Guidelines and evaluates the impact of green credit policy on green transformation in high-pollution enterprises from the aspect of green innovation. The research results found the following: (1) After the implementation of green credit policy, the quantity and quality of green innovation in high-pollution enterprises have significantly improved. (2) To avoid the inaccuracy of research conclusions caused by differences in sample characteristics, this study used the PSM-DID model to verify the promoting effect of green credit policy on the green transformation of high-pollution enterprises. (3) Furthermore, this study analyzed the impact of differences in the ownership nature of enterprises and regional financial development levels on the green transformation of high-pollution enterprises under green credit policy. The results show that green credit policy has a stronger impact on the green innovation of state-owned high-pollution enterprises and high-pollution enterprises in underdeveloped financial areas. The findings of this study provide an important reference for the reform of green finance of government departments. Full article

The advantages of clean, ecologically friendly, and renewable energy have drawn considerable attention from all nations in the world. The growth of the renewable energy industry has frequently been elevated to the status of national policy. By evaluating the technical innovation effectiveness of China’s renewable energy sector, the energy crisis may be alleviated, and the innovation potential of renewable energy can be boosted. At present, the research content of domestic renewable energy enterprises mainly adopts DEA and Cobb–Douglas production functions. Moreover, there is limited literature on the factors impacting efficiency, and most research results center on efficiency assessment. This study employs a three-step DEA method to determine the technological innovation efficiency for China’s A-share renewable energy firms from 2016 to 2020. To investigate the factors influencing technological innovation’s effectiveness, the panel Tobit model is then developed. In light of the empirical data, the main conclusions of this paper are as follows: First, despite a slow but steady improvement, Chinese renewable energy companies still need to increase their technological innovation efficiency. Pure technical efficiency is the main factor contributing to low innovation efficiency. Second, environmental laws such as reliance on global commerce, industrial structure, and local science and technology affect the innovation effectiveness of listed renewable energy enterprises. After excluding environmental factors, the comprehensive technical efficiency of listed renewable energy companies has decreased. Finally, the innovation and technological efficiency of renewable energy firms are positively impacted by government subsidies, top operational revenue, and enterprise scale. Full article

While participation in the international division of labor has led to rapid economic development, it has also resulted in pressing environmental issues in China. In the context of “building a resource-saving and environment-friendly society” and the current sustainability requirements, research on the environmental impact of Chinese paper companies from the perspective of Environmental Information Disclosure (EID) policy and trade has not yet reached a consensus. This study constructs an analytical framework for the EID policy impact mechanism and trade on the environmental effects of the paper industry and enterprises. It explores the direct and indirect effects of EID policy and import-and-export trade on the paper industry environmental effects using the Propensity Score Matching and Difference-in-Differences (PSM-DID) model. EID positively impacts the pollution reduction of enterprises mainly through the technical effect. Export trade positively impacts the reduction of enterprises’ emissions through the technology effect. However, the demand of the international market increases the pollution from the paper industries, which has a negative impact. Importing will enable enterprises to obtain greater price advantages which can alleviate and transfer the costs brought by EID. This study analyzes the impact of trade on the environmental effects of Chinese paper enterprises and identifies the impact of China’s EID policy and trade on enterprises’ pollution emissions. It provides a theoretical and practical foundation for the Chinese government to formulate environmental and trade policies. Full article

With the commitment to peaking carbon emissions by 2030 and achieving carbon neutrality by 2060, the text analysis of policies related to peak carbon emissions and carbon neutrality has become a hot research topic in China. However, current domestic and foreign research mainly focuses on the impact and enlightenment of carbon emission measurement and other aspects and rarely optimizes the road to carbon neutrality through the analysis of policy texts. Based on both domestic and international research results, this paper takes 11 central government, ministry, province, and city policies as the research object, uses the PMC index model to calculate the PMC indices of the 11 representative documents, and draws surfaces. The results indicate that nearly half of the policies have excellent scores, but some policies still have deficiencies in terms of guarantee incentives and policy coverage. Given these shortcomings, this paper proposes that the government should provide technical assistance to industrial enterprises in addition to certain subsidies to reduce the energy consumption of enterprises in production and achieve sustainable development. While popularizing and developing low-carbon technology, enterprises should pay attention to personnel training and management, and use the digital economy to empower the transition to eco-friendly production. Based on the above research, the main contributions of this paper are as follows: to make theoretical and practical preparations for carbon neutralization and to provide suggestions for optimizing policies. To achieve China’s new development pattern and the “dual carbon” goals, it is necessary to boost emission reduction and high-quality economic development simultaneously. Green credit (GC), consisting of environmental regulation and economic leverage, has a profound impact on improving total factor carbon emission performance (TFCEP). By selecting the panel data of 30 provinces and municipalities in China from 2001 to 2020, this paper constructs a series of panel models to analyze the transmission path of GC to TFCEP. The results indicate that the relationship between GC and TFCEP showed an “inverted-U-shaped” relationship. This is mainly because “energy-saving and emission reduction” first appeared in the government planning outline in 2006, and transition-friendly enterprises successfully transformed with low-interest green credit, thereby effectively improving their TFCEP. However, as environmental regulations continue to increase and the scale of green credit continues to expand, the efficiency of green credit allocation and internal conflicts with other environmental regulation policies are also emerging. At the same time, the advancement of industrial structure and green technology innovation had a significant mediating effect between GC and TFCEP; government quality has a strong moderating effect on the second stage of the mediating process. When GC reaches a certain scale, it tends to restrain TFCEP more in central and western China than in eastern China. Therefore, it is of great significance to continuously increase the scale of GC, promote the advancement of clean energy industrial structure, and improve green technology innovation. Full article

Consumer awareness of environmental protection is getting stronger. However, with the development of the logistics industry, the environmental pollution caused by express packaging has become increasingly severe. Therefore, it is of great importance to know consumer cognition and willingness about how to reduce the express packaging pollution. In this study, through the analysis of 561 questionnaires, we analyze the impact of consumer evaluation of recyclable express packaging and green express packaging on responsibility awareness of government, logistics enterprises, and e-commerce corporates, and analyze whether there is a positive correlation between consumer evaluation and reducing environmental pressure. We find that consumers are willing to use recyclable express packaging and green express packaging, especially the latter. Moreover, the government is supposed to play a central role in solving environmental pollution problems caused by express packaging. It is recommended that the government proposes some corresponding solutions, such as introducing a packaging tax policy, setting up an environmental fund, and developing environment-friendly packaging materials. Foreign Direct Investment (FDI) is an important resource that helps accelerate the development of the country’s economy, add substantial funding to growth and facilitate technology transfer. Republic of Korea (ROK) is one of the world’s developed countries with dynamic economy, advanced science and technology. In recent years, the Korean government has continuously formulated tax policies, policies to support the business economy and import policies to support foreign businesses in Korea. The Pangyo Valley Creative Economy Valley is being groomed as a global startup hub in Asia. Small and medium enterprises (SMEs) in foreign countries are increasingly interested and eager to seek investment opportunities in the Korean market. Nonetheless, for these companies, language barriers and cultural and institutional differences make it more difficult and time-consuming to learn about the Korean market (such as investment trends, laws, visa policies, taxes and business establishment issues in Korea, etc.). In this study, we explored the process of searching information and seeking investment opportunities and built a business consulting and support application in the first stages of starting a business in ROK to increase effectiveness and save time, which is also an innovative business practice in Use-case ROK. We designed our Virtual Assistant system that can crawl and analyze data on foreign investments in ROK from open data resource websites (data.co.kr) and used analytic and aggregation techniques to explore trends in investments of foreign enterprises. We also researched the process of searching information and seeking investment opportunities for SMEs when investing in ROK, government support policies, laws and taxes as well as a number of other related issues. We built datasets and used Natural Language Processing (NLP) together with Natural Language Understanding (NLU) algorithms to build chatbot applications. Friendly framework for new developers to add and build up the dataset of AI Assistant is built by providing input intent data function, input Entity data function, input utterance data function as well as training and test function. In addition, we built a web-app connected to the server to visualize all the results of research so that SMEs owners can easily use and look for information on investments. Based on the research results, we can make recommendations to SMEs in keeping with the changing investment trends in ROK. Full article
