Although I do not wish to raise too many unnecessary comments to the authors at this stage, I have to say that the revised version is not publishable in this journal. In this following, I would like to clarify why it is the case.

 

1.     First, I am still concerned about the theoretical correctness of the presented Theorem. The authors did not clearly answer my question raised in last round of review. This is also related to Reviewer 2's comment. 

2.     All my previous comments were not properly addressed.  In particular, key features of the proposed algorithm were not reflected.
