The authors present a paper with interesting new results.

In genera., the paper is well-organized. 

However, the style must be improved in several fragmants of the text.

In the Abstract: "free-noise". Mustn't it be "noise-free"? The same for "multi-noises" -> "multi-noise"

"The Sylvester equation is a unique and crucial matrix equation". Probably, it is crucial somehow, but it is not a unique matrix equation, definitely.

The abbreviation "OZNN" is non explained in the Introduction.

"Simultaneously, scholars 31 have constantly improved and innovated on the basis of the ZNN and obtained many 32 derived ZNN models for specific problems [19–21], such as He et al. presented a double 33 accelerated ZNN for handling dynamic matrix inversion [19]. " This sentence is grammatically incorrect.

"As we all know,..." I am sure that not all the readers know it.

"concrete examples" --> "specific examples".

"we have noises" --> "we have noise".

The authors describe the DSE, however, they do not give any interpretation of the matrices for the practical problems. 

"unit matrix" -->"identity matrix".

For equation (6), the description of the notation is incorrect. The functions \phi() and w_i() are described as if they were used in (6), but this is not true.

"Let z_i(t), a_i and b_i" stand for the ikth of Z(n)". Something is incorrect here.

"5. Application to the Control of the SFM Chaotic System". It is better to avoid using the abbreviations in the section captions.

The authors present the results of the computational experiments, however, they give almost no discussion of the results, and the conclusion is very short and formal.
