The paper is generally well written and give a nice overview of the state of the art in water-based lubricants.

I agree with the main conclusions of the paper in as much as there needs to be more research into this subject and indeed this paper presents a nice background from which to take further steps.

I find some of the references and inferences thereof somewhat over the top and these should be toned down somewhat:

line 46 "The current reserve to production ratio of fossil oil shows that the world oil reserve will end within the next 50 years [7]"  the data indicates there may be a decline in the next 50 years but the reference itself clearly states R/P ratio is only one measure of current production.  It is certainly not "shown".  Suggest this is edited.

line 192: "Petroleum-based lubricants are harmful to the environment and can cause safety hazards for people, animals, and the overall environment"  again a sweeping generalisation.  perhaps fairer to say "can be harmful" (just as some ionic liquids "can be harmful" in similar ways.)

line 740: "Petroleum-based lubricants are often very toxic and are typically non-biodegradable" again - "can be toxic".

I recommend this paper for publication.

In this work, the authors review the most recent developments on water based lubricants highlighting their advantages compared to conventional petroleum based lubricants, their performance and properties and the challenges they pose. The review is well  structured into subsections and comprehensive, however many sentences often appear disconnected and segmented and the text should be reviewed and proofread to improve readability and flow. Moreover, the discussion relative to viscosity, density and wettability could be improved by adding the equations that correlate the lubricating performance to such properties or a more quantitative description using supporting data from the literature.

Finally, I also recommend to improve the quality of figures especially figure 5 and to add a table with a summary of the most important water based lubricants cited in the work and their relevant properties/advantages and challenges.
