Thank you for preparing this valuable contribution to the field of research. Two minor changes that would enhance the overall quality of the paper:
1. Check that references to all sources are detailed in the paper - e.g. references to media reports need to be added, with clarification on dates.
2. Validate the sources - why were these selected? How were they validated?
Are there further more recent reports that could enhance the abstract, analysis and conclusions? The conclusions imply that no further changes or reporting has taken place - this presents a limitation to the study.

This paper seems to me excellent and provides a timely and appropriate contribution -from the point of view of the local experience in Bulgaria- to one of the processes that will have to be carried out worldwide in implementation of the Convention on the Rights of Persons with Disabilities: deinstitutionalization. The paper succeeds in identifying barriers and prejudices that hinder deinstitutionalization, and in this sense it can be useful for processes that are being developed in other countries.
Although I think that the high quality of the paper allows to publish it in its present form, I would like to do two suggestions. The first one is to take into account, quote and reference the Guidelines on Deinstitutionalization that were approved by the UN Committee on the Rights of Persons with Disabilities in September 2022, a very important document that should be studied and considered. Secondly, I would have expected to read also in the paper some suggestions on possible facilitators of deinstitutionalization. In other words, the paper shows us how deeply is institutional culture embedded in the mentality of families but does not tell us how to react or how to find ways to exit of institutional culture.
