Thank you for inviting me to review this manuscript. Overall is it interesting and engaging, and makes a contribution to the scholarship.  I offer the following to strengthen the manuscript:

1. The vignettes are very interesting and engaging.  I would have liked to have seen more connection to them directly in the discussion and conclusion.

2.  The conclusion section offers a detailed discussion of phronesis.  I think this deep discussion should appear at the front end of the manuscript, and in the conclusion we should see how this concept related to the vignettes and to social justice in Scottish education.

3. Bring in a stronger reflection and discussion of Fraiser's three dimensions into the conclusion.

Comments and Suggestions for Authors

You made a strong argument for framing the best practice of social justice in the Scottish education setting. A thorough review of Fraser's Theory of Justice was provided and the two vignettes are great classroom examples shedding light on seeking resolutions. 

While I understand this paper does not contain any empirical data, I hope you can include more recent scholarly work as references. Most, if not all, references are more than 10 years old.
