This is an extremely formulative study through Rossby waves, turbulence and topography approach in the field. Markovian and non- Markovian closures were under consideration. The authors have simulated the closures impression for a time range of 10 days.

As mentioned, the numerical aspects of the manuscript are very strong; however, all the other aspects need to be augmented. So, please consider the following comments. After removing all of them, the publication of the manuscript in this journal can be feasible.

This is a paper is reviewing recent work on analytical closures of turbulence

In anisotropic geophysical settings. The paper is well written and it is a useful addition to the literature. I recommend its publication.  

The paper is self-contained and in a sense also self-centered (not that this is necessarily a disadvantage). 
It reviews Frederiksen's work, more recent and older, in closure theory.
If I were to make a suggestion for improvement it would be for the authors 
a) to state clearly in  a discussion the  relative advantage of these new closures over the traditional EQDNM closures
b) to state what physical (if any) insights are obtained from this work and results.
