This paper proposes a novel Guidance and Control architecture for close-range rendezvous and final approach of a chaser spacecraft towards a non-cooperative and tumbling space target. In both phases, reference trajectory generation relies on a Sequential Convex Programming algorithm which iteratively solves a non-linear optimization problem accounting for propellant consumption, relative dynamics, collision avoidance and navigation sensor pointing constraints. At close range, trajectory tracking is entrusted to a translational H-infinity controller, coupled with a quaternion-feed-back regulator for target pointing. In the final approach phase, an attitude-pointing strategy is adopted, requiring a six degree-of-freedom H-infinity controller to follow a reference roto-translational trajectory generated to ensure target-chaser motion synchronization. Performance is evaluated in a high-fidelity simulation environment that includes environmental perturbations, navigation errors, and actuator (i.e., cold gas thrusters and reaction wheels) modelling. In particular, the latter aspects are also addressed by integrating the proposed solution within a complete Guidance, Navigation and Control pipeline including a state-of-the-art LIDAR-based relative navigation filter and a dispatching function for the distribution of commanded control actions to the actuation system. A statistical analysis on 1000 simulations shows the robustness of the proposed approach, achieving centimeter-level position accuracy and sub-degree attitude accuracy near the docking/berthing point. This research study proposes an indoor temperature regulation predictive optimal control system that entails the use of both deep reinforcement learning and the Modbus TCP communication protocol. The designed architecture comprises distributed sub-parts, namely, distributed room-level units as well as a centralized main-part AI controller for maximizing efficient HVAC management in single-family residences as well as small-sized buildings. The system utilizes an LSTM model for forecasting temperature trends as well as an optimized control action using an envisaged DQN with predicted states, sensors, as well as user preferences. InfluxDB is utilized for gathering real-time environmental data such as temperature and humidity, as well as consumed power, and storing it. The AI controller processes these data to infer control commands for energy efficiency as well as thermal comfort. Experimentation on an NVIDIA Jetson Orin Nano as well as on a Raspberry Pi 4 proved the efficacy of the system, utilizing 8761 data points gathered hourly over 2023 in Cheonan, Korea. An added hysteresis-based mechanism for controlling power was incorporated to limit device wear resulting from repeated switching. Results indicate that the AI-based control system closely maintains target temperature setpoints with negligible deviations, affirming that it is a scalable, cost-efficient solution for intelligent climate management in buildings. Enhancing residents’ green consumption is essential to fostering high-quality economic advancement. This study constructs an indicator system for residents’ green consumption based on three subsystems: green manufacturing processes, sustainable lifestyles, and environmental ecosystems. A regression model analyzes how public environmental concern affects residents’ green consumption, using panel data from 30 provinces and cities in China over the period 2011–2023. Additionally, analyses of mechanisms and heterogeneity are carried out. The study results are presented below: First, public environmental concern (PEC) can significantly enhance residents’ green consumption (RGC), with an increase of 1% in PEC leading to a 0.261% rise in RGC. Second, green technological innovation (GTI) and market-based incentive environmental regulation (MER) mediate the relationship between PEC and RGC. However, the role of command-and-control environmental regulation (CER) as a mediator is insignificant. Third, there is heterogeneity in RGC based on region, pollution emissions, and innovation foundations. The impact of PEC is notably greater in central-western regions, areas with higher pollution emissions, and regions with better innovation foundations. Therefore, this study proposes policy recommendations from three aspects: improving public environmental concern, strengthening green technological innovation in enterprises, and formulating region-specific industrial upgrading paths to promote residents’ green consumption. The Chinese government has been continuously strengthening environmental regulations. to promote the reduction in pesticide use. However, the issue of excessive pesticide use remains unresolved. Technological progress of the pesticide manufacturing industry plays a critical role in reducing pesticide intensity and is a key objective of environmental regulations for pesticides. This study examines the impact of China’s environmental regulations on technological progress of the pesticide manufacturing industry by using panel data from 30 provinces between 2004 and 2020 and constructing command-and-control and market-incentive environmental regulations. Empirical results show that environmental regulations have significantly promoted technological progress of the pesticide manufacturing industry, with market-incentive environmental regulations proving more effective than command-and-control environmental regulations. Regional analysis reveals that the eastern and western regions are consistent with the national results, while the central region shows heterogeneity. In the eastern and western regions, environmental regulations have fostered technological progress, generating an “innovation compensation effect”. However, the central region exhibits a dual effect. On one hand, environmental regulations have stimulated research in pesticide technologies; on the other hand, they have squeezed out investment in high-quality and innovative technologies, thereby hindering technological progress to some extent. Consequently, the government should enhance environmental supervision, revise environmental protection laws, and increase investments and subsidies for pesticide enterprises to foster technological innovation. Moreover, the formulation and implementation of environmental regulations should account for regional disparities. Full article

Reducing pesticide use is of great significance for ensuring the quality and safety of agricultural products, as well as alleviating agricultural non-point source pollution. Exploring the mechanisms by which environmental regulation drives pesticide reduction under different scenarios can help improve policy effectiveness and promote the sustainable development of agriculture. Utilizing panel data from 30 Chinese provinces spanning the period of 2010 to 2023, this study empirically analyzed the impact of environmental regulation on pesticide use through a fixed-effect model and further explored the moderating role of agricultural economic scale in this process. Moreover, a heterogeneity analysis was conducted based on regional and environmental regulation dimensions, respectively. The findings reveal that, overall, there exists an inverted U-shaped relationship between environmental regulation and pesticide use, where it initially increases and then decreases. Agricultural economic scale, serving as a moderating variable, amplifies the promotional effect of environmental regulation on pesticide reduction and accelerates the attainment of the inflection point of the inverted U-shaped curve. Regional heterogeneity analyses reveal an inverted U-shaped relationship between environmental regulation and pesticide use in the eastern and central regions, while this relationship is not significant in the western region. Notably, market-based environmental regulation exhibits a more pronounced impact compared to command-and-control environmental regulation. Full article

This study investigates the impact of environmental regulations and marketization on energy efficiency in China using panel data from 30 provinces covering the period from 2008 to 2016. The analysis employs fixed effects regression, quantile regression, and heterogeneity analysis methods to provide comprehensive insights. The fixed effects regression results reveal that both command-and-control (CAC) regulations and market-based (MBR) regulations exert a negative impact on energy efficiency. Notably, marketization significantly mitigated the adverse effects of CAC regulations. Quantile regression analysis indicates that both negative impacts are more pronounced at lower energy efficiency levels, whereas marketization (MR) significantly mitigates these effects. Heterogeneity analysis further identified regional disparities, with CAC regulations yielding more significant negative impacts in the Western and Central regions and MBR showing stronger effects in the Western region. The results advocate for regionally differentiated policies that account for local economic, infrastructural, and institutional contexts to enhance energy efficiency outcomes rather than relying on one-size-fits-all approaches. Agricultural green total factor productivity (AGTFP) is vital to sustainable agricultural development (SAD), which plays a pivotal role in achieving high-quality economic growth in China. The current research quantified China’s AGTFP from 2007 to 2019 with the Super-SBM model and the GML index. Subsequently, it examined the impact of environmental regulation (ER) on AGTFP and its heterogeneity. Finally, this study developed a mediating effect model and a panel threshold model to investigate the role of technological innovation (TI) in affecting environmental regulation (ER) on AGTFP. The findings indicate that the following: (1) The average annual growth rate of AGTFP is 7.84%, which is mostly driven by green technological innovation progress. (2) ER has a significant positive impact on AGTFP with noticeable regional differences. The eastern and central regions experience a more substantial promotion effect compared to the western region. Additionally, the prominent grain-producing areas and main grain-marketing areas have a more significant promotion effect compared to the grain-balanced areas. The promotion effect of heterogeneous ER on AGTFP varies, with the effects of command-and-control environmental regulation (ERC), market-based incentives for environmental regulation (ERM), and public participation regulation (ERP) decreasing in magnitude. (3) The mechanism analysis reveals that promoting TI is a crucial way to enhance AGTFP through ER. There exists a notable dual threshold for TI in ER, encompassing both ERC and ERM. Moreover, AGTFP becomes increasingly pronounced. This study presents a novel perspective for promoting SAD, with a focus on the rise in AGTFP and the path to achieving it. Full article

Environmental regulations of various types are pivotal in shaping resource allocation and subsequently influencing the efficiency of carbon reduction initiatives. Taking China as an example, this study rigorously examines the effectiveness of command-and-control regulations alongside market-based incentives in mitigating carbon emissions, focusing on the mechanisms at play and the heterogeneous effects that emerge across diverse geographical and market contexts. Employing a quasi-natural experimental framework with a difference-in-differences (DID) model, the empirical analysis leverages data samples spanning from 2006 to 2019 in China. The findings indicate that regulatory frameworks effectively reduce carbon emissions with coefficients −0.110 and −0.160, and market-incentive regulations exhibit a more substantial impact (−0.160). Significantly, energy consumption intensity emerges as a mediator that establishes a causal pathway linking reduced energy use to decreased carbon emissions specifically within the context of market-incentive regulations. Conversely, command-and-control regulations may inadvertently lead to increased electricity consumption with coefficient 0.2044, suggesting a potential trade-off regarding their long-term efficacy. Furthermore, this research unveils a negative mediating effect associated with industrial structure upgrading, denoted by 6.2355 and 1.4874, indicative of a “masking effect” where regulatory pressures prompt superficial enhancements that fail to genuinely mitigate carbon emissions. The empirical findings also underscore regional disparities influenced by differing levels of economic development and degrees of marketization. This study enriches the existing literature on environmental regulation and carbon emissions reduction, providing valuable theoretical insights and practical implications for policymakers committed to promoting sustainability practices and achieving improved environmental outcomes in developing countries around the world. The relationship between environmental regulation and regional innovation has been disputed. This paper analyzes data at the provincial level in China between 2009 and 2020 using a fixed-effects model to investigate the relationship between environmental regulation and innovation. The baseline regression results suggest that market-based environmental regulatory instruments effectively promote regional innovation, while command-and-control environmental regulatory instruments hinder regional innovation. However, the impact of environmental regulation exhibits heterogeneity and non-linearity. The implementation of overly strict command-and-control environmental regulatory instruments hinders innovation, while the implementation of low-intensity command-and-control environmental regulatory instruments instead promotes innovation. In economically developed provinces, market-based environmental regulation promotes innovation, while in less economically developed provinces, market-based environmental regulation inhibits innovation instead. Further analysis from a pollution reduction perspective shows that environmental regulations that mitigate air pollution significantly promote regional innovation levels. This study not only enriches theoretical discourse but also offers practical policy recommendations for balancing environmental governance and innovation development in China. Full article

This study explores the crucial role of the banking industry in addressing climate change and promoting environmental sustainability. As climate change increasingly threatens global economies, ecosystems, and public health, financial experts recognize the potential for the banking sector to contribute to a low-carbon economy. By incorporating green-banking practices, which blend traditional financial services with environmental, social, and economic considerations, banks can foster sustainable development while reaping financial benefits. The research examines the dynamics of sustainable banking, focusing on its ability to drive efficiency improvements through eco-friendly programs and enhance profitability. Furthermore, the study discusses the challenges in adopting and implementing environmental sustainability, comparing the command-and-control regulatory model with voluntary approaches. This study examines the mechanism of the digital economy on low-carbon trade competitiveness in China’s manufacturing sector using panel data from 30 provinces from 2011 to 2022, employing dynamic panel and moderated threshold model. The findings indicate that the digital economy significantly enhances manufacturing low-carbon trade competitiveness. Although green patents contribute to the overall effect, they do not serve as the primary indirect pathway through which the digital economy impacts manufacturing low-carbon trade competitiveness. Among these patents, utility model patents demonstrate the strongest mediating effect, followed by invention patents, design patents, and green invention patents, while green utility model patents show a weaker and non-significant effect. Furthermore, the digital economy facilitates a low-carbon transition in energy consumption structures, indirectly boosting manufacturing low-carbon trade competitiveness. This study also uncovers heterogeneous moderating effects of environmental regulations: market-based and voluntary regulations positively moderate the relationship, while command-and-control regulations show non-significant moderation. Environmental regulation exhibits a ‘U-shaped’ non-linear moderating effect, transitioning from non-significant negative moderation below a threshold to significant positive moderation beyond a critical value. China attaches great importance to land use and ecological civilization; hence, clarifying the relationship of land use on ecological resilience is crucial for urban development. The aim of this paper is to study the impact of land-use carbon efficiency on ecological resilience and the moderating role played by different environmental regulatory policies between the two, with the aim of providing a research basis and decision-making reference for the country’s ecological high-quality development by proposing suggestions for different subjects based on the results of this study. Taking 30 provinces and cities in mainland China from 2009 to 2022 as samples, the authors constructed an indicator system to measure their ecological resilience using the entropy method, measured their land-use carbon efficiency using the super SBM, and verified the mechanism of land-use carbon efficiency on ecological resilience by using the bidirectional fixed-effects model. Robustness and endogeneity tests confirmed the validity of the regression results. The following is a summary of this study’s findings: (1) Land-use carbon efficiency can enhance ecological resilience through various mechanisms such as scale promotion, structural upgrading, and technological progress. (2) Regional research shows that different regions have distinct effects of land-use carbon efficiency on ecological resilience. The northeastern region shows a non-significant inhibitory effect, whereas the eastern, middle, and western regions show varying degrees of promotion effects. Land-use carbon efficiency contributes to increased ecological resilience in resource-based and non-resource-based provinces, with resource-based provinces witnessing a greater increase in ecological resilience. The effects of land-use carbon efficiency on different aspects of ecological resilience are diverse, with ecosystem resistance and recovery being empowered. However, the precise mechanism through which ecosystem adaptability influences ecological resilience remains unclear. (3) Moreover, there is variation in the moderating impact of environmental legislation. Command-and-control environmental regulation impedes the positive impact of land-use carbon efficiency, and market-incentive environmental regulation strengthens their relationship, while spontaneous-participation environmental regulation does not significantly enhance their connection. It provides a new theoretical perspective for the study of ecological resilience, deepens the understanding of ecological resilience, and provides theoretical support for enhancing the resilience of ecosystems. Enhancing marine economic resilience is a necessary response to both domestic and international shocks, and it is also key to achieving the sustainable development of the marine economy. In recent years, rising uncertainties both domestically and internationally have posed significant challenges to the resilience of China’s marine economy. In response, China has continuously strengthened its environmental regulations, influencing the resilience of its marine economy through various environmental regulations. This paper measures marine economy resilience index using panel data from 11 coastal provinces and municipalities in China from 2010 to 2019. It empirically examines the direct impact, spatial spillover effects, and mediating mechanisms of environmental regulations on marine economy resilience. The results show that: (1) Environmental regulations significantly enhance the resilience of the marine economy. Among the various environmental regulation tools, command-and-control regulations have a stronger effect in promoting marine economic resilience compared to market-incentive regulations. (2) Environmental regulations exhibit spatial spillover effects in enhancing marine economic resilience, and the spatial influence of different regulatory tools is heterogeneous. (3) The optimization of marine industrial structure serves as a crucial avenue for environmental regulations to enhance the resilience of the marine economy. This study offers theoretical support and a scientific basis for the adjustment and optimization of environmental regulations and the enhancement of marine economic resilience, while also contributing to the sustainable development of the marine economy. Since 2007, the National Specially Monitored Firms (NSMF) program has been a key instrument in the Chinese government’s environmental regulation efforts and a crucial approach for achieving sustainable development in China. There is limited literature examining its effect on green total factor productivity (GTFP). This study investigates the effect of this policy on water-polluting firms’ GTFP using pollution discharge data from Chinese industrial firms and employing a time-varying difference-in-differences model. The findings illustrate that (1) the NSMF program significantly enhances the GTFP of water-polluting firms, primarily by promoting technological progress; (2) the NSMF program advances water-polluting firms’ GTFP through three channels: alleviating financing constraints, improving human capital, enhancing pollution treatment technologies. This study provides empirical evidence on the effectiveness of the NSMF program, offering valuable insights for the formulation of command-and-control environmental regulations and the pursuit of sustainable social development in the future. This paper explores the relationship between economic growth and environmental regulation using panel data for 30 provinces in China from 2009–2021 using the fixed effects model and the threshold model. First, the baseline regression results show that market-based environmental regulation promotes economic growth. However, command-and-control environmental regulation in China can not promote China’s economic growth. Second, further research has shown that environmental regulation’s role in promoting the economy is constrained by the intensity of environmental regulation. Market-based environmental regulation is only able to promote economic growth when the intensity is low. If the intensity of market-based environmental regulation is too high, market-based environmental regulation, on the contrary, can not promote economic growth. Third, The impact of market-based environmental regulation on economic growth also is found to be constrained by the level of economic development: market-based environmental regulation does not promote economic growth when the economy is less developed. It is only when the economy has reached a high level that market-based environmental regulation will contribute to economic growth. Finally, this paper finds that financial development and market-based environmental regulation can synergize to promote economic growth. Full article
