The REDD+ framework (Reducing Emissions from Deforestation and Forest Degradation, along with sustainable forest management and the conservation and enhancement of forest carbon stocks in developing countries) incentivizes developing countries to reduce greenhouse gas emissions and enhance carbon storage by mitigating deforestation and forest degradation. To receive results-based payments, participating countries must meet United Nations Framework Convention on Climate Change (UNFCCC) requirements for Measurement, Reporting, and Verification (MRV) capacities. This study categorizes developing countries into three phases based on MRV implementation levels: phase 1 (readiness), phase 2 (demonstration), and phase 3 (implementation). Unlike the higher implementation levels observed in phase 2 and phase 3 countries, phase 1 countries have received limited attention due to their early stages of REDD+ implementation. However, assessing the potential of these countries for future REDD+ engagement and Internationally Transferred Mitigation Outcome (ITMO) collaboration is crucial for achieving REDD+ goals. Thus, this study quantitatively assessed MRV capacity among phase 1 countries using an MRV capacity assessment tool, with the goal of identifying high-potential candidates for REDD+ advancement. We applied an MRV capacity assessment tool to 48 phase 1 countries out of the 71 developing countries registered on the REDD+ web platform as of September 2024. The results reveal that (1) the countries with the highest MRV scores were Ghana, India, Guatemala, Liberia, and Mongolia, with Ghana demonstrating strong potential for progression to the implementation phase due to its robust performance in both Measurement and Reporting components. In contrast, Chad scored the lowest, followed by Uruguay, Namibia, Mali, Cuba, and Benin. (2) Overall, phase 1 countries scored lower in the Reporting (R) component, which emphasizes administrative capacity, compared to the Measurement (M) component, which is technically oriented, highlighting the need for improved administrative capacity, particularly in developing and submitting the National Strategy/Action Plan and Safeguard Information System report to meet Cancun Agreement standards. While this study evaluates REDD+ implementation potential in phase 1 countries based on MRV capacity, future research should explore the effectiveness of strengthening MRV capacity through Official Development Assistance (ODA), assessing potential emissions reduction and ITMO potential. The Paris Agreement recognized the significant role of forests in climate change mitigating and adapting. It also emphasized the importance of the Reducing Emissions from Deforestation and forest Degradation (REDD+) mechanism as a vital tool for achieving the goal of limiting global warming to 1.5 °C above pre-industrial levels. This study aims to assess the REDD+ readiness of Bhutan, India, Myanmar, and Nepal in preparation for effectively implementing REDD+ at the national level. A total of 57 indicators across five categories were used to evaluate readiness: overall readiness, technical readiness, institutional readiness, financing readiness, and strategy and safeguard readiness. The indicator-based questionnaire was administered to government officials, NGOs, private sectors, and academics. The results showed that Nepal was slightly more advanced in overall readiness, owing in part to the longer readiness period of the World Bank-supported Terai Arc ER-P. India scored highly in technical readiness and has several sub-national programmes for REDD+ implementation. Bhutan had strong ratings for strategy and safeguard readiness but lower scores for institutional and financing readiness. Myanmar had consistent ratings across readiness areas, but a lower score for technical readiness. However, political and governance situations pose significant challenges to the effective implementation of REDD+ in Myanmar. Full article

As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage. The United Nations Framework Convention on Climate Change (UNFCCC) recognized the importance of forests in combating climate change and agreed upon financial support for REDD+ activities in developing countries through the Warsaw REDD+ Framework (WRF). The REDD+ activities for conserving carbon stored in forests to reduce GHG emissions and to enhance the carbon sink function of forests are expected to serve as an important means for achieving the climatic goal. In this study, a set of criteria was devised to assess the REDD+ Measuring, Reporting, and Verifying (MRV) implementation capabilities of developing countries, which was applied to analyze the REDD+ MRV levels in REDD+ countries. Based on the Forest Reference Emission Level/Forest Reference Level (FREL/FRL), National Strategy (NS), National Forest Monitoring System (NFMS) and Safeguard Information Summary (SIS) the countries submitted, 36 REDD+ countries submitted only the FREL/FRL (Group I), while 5 countries fulfilled the WRF requirements and registered REDD+ reduction results (Group II), and 6 received Results-Based Payments (RBP) (Group III). From longest to shortest, the periods for which the International Fund provided support were arranged in the order of Group III, II, and I, verifying the relative importance of international support. From highest to lowest, the overall MRV capability was also arranged in the order of Group III, II, and I, although Group I or Group II was at a higher level than the other groups in some elements. REDD+ countries in the Readiness Phase (Group I) would aim to have the MRV capabilities of Groups II and III to receive RBP, and international support for REDD+ MRV capacity building could enable them to do. However, in addition to the receipt of RBP, REDD+ should be reflected in the Nationally Determined Contribution (NDC) as consistent reduction results at the national GHG inventory level, and the advancement of REDD+ MRV is expected to be a necessary and sufficient condition for REDD+ cooperation under the Paris Agreement cooperative approach framework. For the following groups, international cooperation is essential. Countries in the Readiness Phase need to be supported with the establishment of an MRV framework, which will enable them to achieve REDD+ to receive RBP and be reflected in NDCs. For REDD+ countries that have thus far met the WRF requirements, the REDD+ scope needs to be upscaled to national levels, and the MRV system should be further advanced to establish a cooperative approach system that can achieve more ambitious reduction targets through forests. Cocoa agroforests sustain ecosystem services (ESs) to varying degrees. These services are otherwise mostly provided by other non-cocoa shade or companion trees. However, the density of shade trees is associated with services and/or disservices that drive farm-specific tree management successions. Considering the growing impacts of climate crisis on farm productivity and the need for adaptation strategies, the ESs are increasingly provisional and contingent on the prevailing vegetation, land tenure, and management successions, amongst others social and ecological factors. To assess the temporal changes in shade management, we surveyed an age gradient of “family farms” in cocoa agroforests created from forest (fCAFS) and savannah (sCAFS) land cover. We evaluated the temporal changes in farm structure, relative tree abundance, and live aboveground biomass of the major canopy strata. We used a spatial point process and linear mixed effect analysis to assess the contributions of associated perennial trees (AsT) on farm rejuvenation patterns. The density of cocoa trees was inconsistent with farm age; this was significantly high on farms in sCAFS (1544 trees ha1) with spatially random configuration across farm age. On farms in fCAFS, we observed a transition of the cocoa tree configuration in the order regular, random, and clustering from young (with highest density of 1114 trees ha1) to old farms. On a temporal scale, there is no clear distinction of farm structure and biomass between fCAFS and sCAFS. However, the cycle of tree species and structural composition of the canopy strata are dissimilar; the live biomass allocation for the considered use groups of tree species was different with farm age. The observed dynamics in canopy tree structure and live biomass provide insights into farmers’ temporal allocation of uses and prioritization of different tree species with farm age. We recommend the consideration of such landscape-specific, tree management dynamics in proposing on-farm tree conservation incentives. Our results are also conducive to reliable estimates of the ecosystem services from CAFS in the national implementation of conservation mechanisms such as REDD+. Full article

Deforestation and forest degradation are occurring continuously and posing serious threats to forests and people worldwide. In Myanmar, poor regulation and unsustainable extraction of non-timber forest products (NTFPs) is affecting millions of hectares of natural forests; overexploitation of forest resources is one of the main drivers of forest degradation. Although evidence shows that the extraction of NTFPs results in forest degradation, there have been few studies on what drives rural people to depend on NTFPs and how to address these drivers in terms of policies and measures. Policies and measures are nationally enacted policies and actions that countries undertake to address the causes of deforestation and forest degradation. This study identifies which factors determine the dependence on NTFPs in forest-dependent communities. From these factors, we derived policy implications for the main causes of overexploitation of NTFPs to provide suggestions for developing policies and measures in the design of national Reducing Emissions from Deforestation and Forest Degradation (REDD+) strategies. Focusing on the Taungoo District as a case of dependence on NTFPs by local communities, we conducted a qualitative and quantitative data collection procedure based on interviewing households in the local communities. NTFPs contributed the most to total household income and the main types of NTFPs exploited were charcoal making and bamboo selling. Households with lower education level, less agricultural land, less income from off-farm activities, lived under the poverty line or used only charcoal were more dependent on NTFPs in the study areas. Poverty and fuelwood usage were factors affecting NTFPs dependence for landowners while rice insufficiency, off-farm income and fuelwood usage most affected the NTFPs dependence for landless people. The results suggested that national strategies for REDD+ should take into account local features such as income opportunities and land tenure in order to make local people cooperate with the government to avoid deforestation and forest degradation. Sustainable forest management (SFM) is a concept that guides forest management and policy globally. Over the past decades, two prominent regimes have emerged at the global level that can strengthen SFM: The European Union’s Action Plan on Forest Law Enforcement, Governance, and Trade (FLEGT) and the United Nations’ mechanism for reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+). However, the understanding of how FLEGT and REDD+ can interlink with SFM to strengthen forest policy coherence is limited. Enhancing knowledge about interlinkages and synergies is important in view of recent global commitments to strengthen policy coherence. This study employed content analysis of the main global policy documents related to FLEGT and REDD+ to identify (i) the potential contributions of the two regimes to SFM, and (ii) strategies to manage the interlinkages among SFM, FLEGT, and REDD+. The results revealed several potential interlinkages, such as monitoring, reporting, and verification systems, establishing the enabling conditions of SFM, and addressing drivers of forest degradation. However, the interlinkages must be managed if their potential is to be realized. For this, the study proposes three approaches to managing the interlinkages and catalyzing progress toward SFM. Reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable forest management and enhancement of forest carbon stocks (REDD+) in developing countries requires a National REDD+ Strategy (NRS) to ensure effectiveness, efficiency and equity. So far, only a few countries have submitted their NRS to the United Nations Framework Convention on Climate Change (UNFCCC) to progress to the implementation phase of REDD+. To compare the NRS of eight countries from Africa and the Asia-Pacific region, we used content analysis to assess whether these countries have paid attention to the REDD+ design components and adhered to the UNFCCC REDD+ rules. Our results demonstrate that all eight countries have paid considerable attention to REDD+ activities, finance, measurement, reporting and verification (MRV), and safeguard systems, and most countries have not adhered to the UNFCCC REDD+ rules on scale including the definition of national and subnational forests, subnational projects to be nested into national systems, and subnational activities to be verified by experts. REDD+ countries must develop definitions for national and subnational forests to enhance forest monitoring and they must develop technical and institutional infrastructure for MRV and safeguard systems, to receive results-based payments, and for the sustainability of REDD+ projects. Community based approaches are becoming the norm in environmental governance initiatives. One prominent example of this is Reduced Emissions from Deforestation and forest Degradation (REDD+), a climate change mitigation strategy that aims at reducing carbon emissions caused by deforestation and forest degradation in developing countries. REDD+ policies generally evoke communities as both potential beneficiaries of REDD+ and as agents for its implementation. However, it is unclear what REDD+ policies are really referring to when they talk about communities. Drawing on critical social science literature about the idea of community, this article advances a performative perspective to analyze how communities are articulated in international and national REDD+ policy, and reflects on the potential implications of these articulations. Results reveal that international policy documents, including those of the major non-governmental organizations (NGOs) engaged in REDD+, tend to present an interpretation that corresponds to Agrawal and Gibson’s myth of communities as small, localized, and homogenous social units that share social norms. On the other hand, national policy documents reveal enormous variety in the communities that are actually targeted in national REDD+ policies in terms of resources, governance structure, and social cohesion. One conclusion that could be drawn from this is that the dominant uniform interpretation of communities in REDD+ policy, and in much academic and NGO literature, is clearly unrealistic. However, this does not mean that it is inconsequential. We conclude our article by discussing the performative effects of the identified articulations of community. Full article

This paper explores the dissonance between conceptions of justice among forest-adjacent communities and their representation in global forest policies, a persistent barrier to delivering just sustainability. We empirically track justice claims of rural villagers upwards through specific intermediaries or ‘justice brokers’: civil society, state, or private sector actors operating at local to international levels, who navigate different institutions to advance various social and ecological interests. We draw on interviews with 16 intermediaries in each of Nepal and Uganda and find that recognition of local values and practices such as customary tenure systems are key justice concerns of forest-adjacent communities in each country. However, intermediaries perceive a low likelihood of advancing those claims through national or international climate and forest policy debates, such as REDD+ (Reducing Emissions from Deforestation and forest Degradation), in large part because deliberations on justice are subordinated to concerns such as carbon accounting and arrangements for distributing monetary benefits. This suggests these policy processes must be modified to offer potential for transformational pathways. Intermediaries who pursued recognition justice issues developed innovative tactics in alternative forums. These ‘norm entrepreneurs’ adopted a suite of complementary strategies to attain influence, including: (1) formation of associations at the grassroots level; (2) media and advocacy campaigns through national coalitions to reach powerful international donors, and; (3) drawing on international support networks for advice, training and to influence national government. In both Uganda and Nepal these strategies were evidenced to enhance recognition for local values and practices. Full article

Earth Observation (EO) data plays a major role in supporting surveying compliance of several multilateral environmental treaties, such as UN-REDD+ (United Nations Reducing Emissions from Deforestation and Degradation). In this context, land cover maps of remote sensing data are the most commonly used EO products and development of adequate classification strategies is an ongoing research topic. However, the availability of meaningful multispectral data sets can be limited due to cloud cover, particularly in the tropics. In such regions, the use of SAR systems (Synthetic Aperture Radar), which are nearly independent form weather conditions, is particularly promising. With an ever-growing number of SAR satellites, as well as the increasing accessibility of SAR data, potentials for multi-frequency remote sensing are becoming numerous. In our study, we evaluate the synergistic contribution of multitemporal L-, C-, and X-band data to tropical land cover mapping. We compare classification outcomes of ALOS-2, RADARSAT-2, and TerraSAR-X datasets for a study site in the Brazilian Amazon using a wrapper approach. After preprocessing and calculation of GLCM texture (Grey Level Co-Occurence), the wrapper utilizes Random Forest classifications to estimate scene importance. Comparing the contribution of different wavelengths, ALOS-2 data perform best in terms of overall classification accuracy, while the classification of TerraSAR-X data yields higher accuracies when compared to the results achieved by RADARSAT-2. Moreover, the wrapper underlines potentials of multi-frequency classification as integration of multi-frequency images is always preferred over multi-temporal, mono-frequent composites. We conclude that, despite distinct advantages of certain sensors, for land cover classification, multi-sensoral integration is beneficial. Full article

Carbon policy is a fascinating topic in geography and political ecology, because carbon is a new exchangeable good, which links the local to the international arenas through a complex set of instruments, norms, and institutions. In this paper, after explaining my theoretical and conceptual framework rooted in Africanist geography and currents of political ecology, I analyze the responses of local actors (knowledge, practices, logic, and strategies) to environmental policies and consider the effects of new mechanisms, upon local dynamics in Africa. I focus my attention on the impacts of mangrove reforestation policies on women, who harvest shellfish. My research, conducted over 35 years on coastal mangroves in Africa and Madagascar, provides me with examples. Through a long-term approach to the perception of mangroves and the changing modes of policies, I highlight the weight of imperialism and neo-liberalism and analyze types of environmental injustice against mangrove harvesters, particularly the women, who are the most directly concerned by the preservation of their heritage and are rarely recognized as stakeholders in environmental policies that are defined internationally and implemented at national and local levels. They are not informed (or are deliberately kept unware) of new devices such as REDD+. They have lost their rights of access to the reforested mangrove areas. Carbon policy requires comparative and empirical research, giving voice to local actors, especially women, about their perceptions of policies and actions. The approaches in terms of political ecology must be combined with analysis of the bio-ecological and socio-cultural dynamics of the mangrove. Full article

This study presents for the first time in Venezuela a joint analysis of deforestation and forest degradation processes, including its effects on carbon emissions. The Caparo Forest Reserve, located in the Western Plains ecoregion, in one of the national hot spots of deforestation, served as a case study using three different periods: 1990–2000, 2000–2010 and 2010–2015. In the context of the United Nations Framework Convention on Climate Change (UNFCCC) framework, the Practice Guidance for Land Use, Land-Use Change and Forestry from the Intergovernmental Panel on Climate Change (IPCC) was followed. These guidelines combine the activity data for the estimation of deforestation and degradation rates, in this case using open access Landsat imagery in conjunction with the TerraAmazon system with the emission factors, and these based on aboveground biomass (AGB) estimations using field data from permanent plots monitored during the study period. Deforestation was responsible of a net loss of −53,461 ha, while close to −3667 ha were classified as degraded forests during the 1990–2000 decade (−4.9% annual deforestation rate). An estimated area of −36,447 ha and −515 ha between 2000 and 2010 was affected by both processes (−4.3% annual forest loss), and −8111 ha and −737 ha between 2010 and 2015 (−3.2% per year). These processes were responsible for an estimated equivalent in carbon emissions of 2.21 ± 0.32 (SEM—Standard Error of the Mean) Mt CO2 year−1 (1990–2000), 1.56 ± 0.19 Mt CO2per year between 2000 and 2010, while 0.80 ± 0.11 Mt CO2 year−1 during the 2010–2015 period. Between 92.9% and 98.63% (mean 94.9%) of these emissions came from deforestation, and between 1.37% and 7.79% (mean 5.1%) from forest degradation. Using available data, at national scale, deforestation and forest degradation in Caparo represented, on average, 0.49% of the total CO2 emissions and about 1.79% of land use change related emissions for the same period in Venezuela. Finally, we briefly outline a set of elements so these results can serve as a baseline for the potential establishment of a Reducing Emissions from Deforestation and Forest Degradation (REDD+) strategy in the area. Changes in tropical-forest structure and aboveground biomass (AGB) contribute directly to atmospheric changes in CO 2 , which, in turn, bear on global climate. This paper demonstrates the capability of radar-interferometric phase-height time series at X-band (wavelength = 3 cm) to monitor changes in vertical structure and AGB, with sub-hectare and monthly spatial and temporal resolution, respectively. The phase-height observation is described, with a focus on how it is related to vegetation-density, radar-power vertical profiles, and mean canopy heights, which are, in turn, related to AGB. The study site covers 18 × 60 km in the Tapajós National Forest in the Brazilian Amazon. Phase-heights over Tapajós were measured by DLR’s TanDEM-X radar interferometer 32 times in a 3.2 year period from 2011–2014. Fieldwork was done on 78 secondary and primary forest plots. In the absence of disturbance, rates of change of phase-height for the 78 plots were estimated by fitting the phase-heights to time with a linear model. Phase-height time series for the disturbed plots were fit to the logistic function to track jumps in phase-height. The epochs of clearing for the disturbed plots were identified with ≈1-month accuracy. The size of the phase-height change due to disturbance was estimated with ≈2-m accuracy. The monthly time resolution will facilitate REDD+ monitoring. Phase-height rates of change were shown to correlate with LiDAR RH90 height rates taken over a subset of the TanDEM-X data’s time span (2012–2013). The average rate of change of phase-height across all 78 plots was 0.5 m-yr - 1 with a standard deviation of 0.6 m-yr - 1 . For 42 secondary forest plots, the average rate of change of phase-height was 0.8 m-yr - 1 with a standard deviation of 0.6 m-yr - 1 . For 36 primary forest plots, the average phase-height rate was 0.1 m-yr - 1 with a standard deviation of 0.5 m-yr - 1 . A method for converting phase-height rates to AGB-rates of change was developed using previously measured phase-heights and field-estimated AGB. For all 78 plots, the average AGB-rate was 1.7 Mg-ha - 1 -yr - 1 with a standard deviation of 4.0 Mg-ha - 1 -yr - 1 . The secondary-plot average AGB-rate was 2.1 Mg-ha - 1 -yr - 1 , with a standard deviation of 2.4 Mg-ha - 1 -yr - 1 . For primary plots, the AGB average rate was 1.1 Mg-ha - 1 -yr - 1 with a standard deviation of 5.2 Mg-ha - 1 -yr - 1 . Given the standard deviations and the number of plots in each category, rates in secondary forests and all forests were significantly different from zero; rates in primary forests were consistent with zero. AGB-rates were compared to change models for Tapajós and to LiDAR-based change measurements in other tropical forests. Strategies for improving AGB dynamical monitoring with X-band interferometry are discussed. Full article

This paper analyses the design and implementation of Reducing Emissions from Deforestation and Degradation, conserving and enhancing forest carbon stocks, and sustainably managing forests (REDD+) in the West African region, an important global biodiversity area. Drawing on in-depth interviews, analysis of policy documents and observation of everyday activities, we sought to understand how REDD+ has been designed and implemented in Nigeria and Ghana. We draw on political ecology to examine how, and why REDD+ takes the form it does in these countries. We structure our discussion around three key dimensions that emerged as strong areas of common emphasis in our case studies—capacity building, carbon visibility, and property rights. First, we show that while REDD+ design generally foregrounds an ostensible inclusionary politics, its implementation is driven through various forms of exclusion. This contradictory inclusion–exclusion politics, which is partly emblematic of the neoliberal provenance of the REDD+ policy, is also a contingent reality and a strategy for navigating complexities and pursuing certain interests. Second, we show that though the emergent foci of REDD+ implementation in our case studies align with global REDD+ expectations, they still manifest as historically and geographically contingent processes that reflect negotiated and contested relations among actors that constitute the specific national circumstance of each country. We conclude by reflecting on the importance of our findings for understanding REDD+ projects in other tropical countries. Full article
