The transition to clean energy is at the heart of the European Union’s climate strategy, with citizen participation promoted as a key driver. Clean energy communities (CECs) are central to this vision, yet their uptake across Europe remains limited. This study provides a novel comparative perspective on perceived barriers to CEC participation by examining two distinct groups: current members (early adopters) and the general public (potential adopters). Using a cross-national mixed-methods approach, we integrate data from semi-structured interviews with CEC members and a representative survey of citizens in six European countries. The results show that awareness of CECs is generally low and that initiatives are still in the early stages of adoption. While interviewees highlighted regulatory complexity and institutional barriers, survey respondents were more likely to cite lack of awareness, knowledge gaps, and financial concerns. The findings reveal distinct patterns in perceived barriers across adopter groups and national contexts. To support broader engagement, we propose a dual strategy: addressing structural challenges through regulatory and policy reform, while strengthening targeted communication and outreach. We also highlight the role of early adopters as trusted messengers who can help bridge the gap between innovation and mainstream adoption. Full article

In an era marked by digital transformation and political polarization, the European Union faces significant challenges in maintaining effective communication and public trust. This study examines the European Parliament’s use of Threads and X (formerly Twitter) during the 2024 European Parliament elections, analyzing the types of content published, multimedia resources employed, and engagement generated on both platforms. Using a quantitative content analysis of 171 posts from the official English-language accounts, this research identifies key differences in communication strategies across platforms. Findings reveal that X prioritizes video content, mentions, and reposts, fostering higher user engagement, whereas Threads leans toward infographics and a more informative approach. The study highlights the fragmented nature of digital political communication and underscores the necessity for the European Parliament to adapt its strategies to the dynamics of each platform. These insights contribute to a broader understanding of institutional communication in an evolving digital ecosystem and its implications for electoral mobilization and public discourse. Full article

Buildings account for a significant share of global energy consumption and carbon emissions, making deep renovations essential for climate mitigation. Renovation passports (RPs) are an emerging concept still in the early stages of development, designed to provide structured step-by-step renovation roadmaps that prevent lock-in effects and optimise energy performance over time. However, their large-scale adoption in the European Union (EU) remains limited due to technical, financial, behavioural, and policy challenges. This study conducts a Systematic Literature Review (SLR) to identify key strategies for the successful development and large-scale implementation of RPs in EU. A total of 217 research articles from Scopus and ScienceDirect, along with 99 EU policy documents and 16 Building Performance Institute Europe (BPIE) reports, were analysed to assess the technical, financial, behavioural, and policy dimensions of RP adoption. Our findings highlight the role of digital tools like Building Information Modelling (BIM), digital building logbooks (DBLs), and one-stop shops (OSSs) in improving RP usability and accessibility. Financial barriers, such as high upfront costs and fragmented funding, require harmonised incentives, green loans, and energy performance contracting. Behavioural factors, including homeowner awareness, trust in renovation services, and decision-making complexity, also influence RP adoption. This study underscores the need for stronger policy integration between RPs and energy performance certificates (EPCs), improved financial instruments, and enhanced stakeholder engagement. By addressing these gaps, this research provides actionable recommendations for policymakers and stakeholders to accelerate the adoption of RPs and contribute to the EU’s Renovation Wave strategy and broader climate neutrality objectives. Conceived as institutions funded by the public purse and intended to exist devoid of political influence, the mandate of public service media (PSM) entities is to disseminate reliable news content and high-quality audiovisual productions to all demographic segments, inclusive of marginalized communities and audiences that are typically under-served. Over the previous ten years, the rise in prominence of global platforms in national media systems has precipitated many changes in the media sector, including unique challenges for PSM institutions guided by specific public service values. Using a holistic conceptual framework for assessing the implementation of these values, this article analyzes the impact of platformization on Europe’s PSM and discusses how the Union’s policy approaches affect related challenges to PSM. The analysis indicates that while the European Union (EU) has accorded a high priority to PSM within its media policy framework, the role that Brussels plays in protecting the independence and efficacy of PSM has been circumscribed, given that the onus of regulating PSM entities rests with national governments. This has engendered contrasting experiences wherein certain PSM outlets enjoy political independence and command significant public trust while others function as state-controlled propaganda vehicles, advancing the objectives and interests of governing bodies. The EU has addressed global platform power in recent attempts to safeguard its digital future, including the Digital Services Act (DSA), Digital Markets Act (DMA), and the European Media Freedom Act (EMFA). However, these acts do not adequately address PSM’s two central and often interconnected problems: funding challenges and political pressures. Full article

Research in the field shows the crucial role of trust in the functioning of many aspects of social life, especially when dealing with emergencies. We report the results of a study (N = 883) carried out in Italy during the first phase of the COVID-19 crisis to assess whether and how social trust (i.e., trust in those who have the authority and responsibility for making decisions, such as the Italian government, the regional government, the Civil Protection, the European Union, the Catholic Church, and the scientific community) and general trust (i.e., trust in the trustworthiness of other individuals, such as Italians and humankind) are associated with the employment of coping strategies in dealing with the challenges of the pandemic. Overall, the results highlight that trust in different authorities and institutions and trust in other human beings are positively associated with the adoption of adaptive coping strategies such as seeking social support, positive reinterpretation and growth, problem-solving orientation, and transcendent orientation. In contrast, they are negatively related to the adoption of maladaptive coping strategies such as avoidance. These findings point out the benefits of various types of trust in helping individuals deal with crises, such as the COVID-19 pandemic. Full article

Given the fact that Ukraine declares a European path of development and considers itself a potential member of the European Union, the study mainly examines the relationship between trust and economic growth in Ukraine and other countries of the world, including post-Soviet countries. The hypothesis that general trust has a positive effect on economic growth in general is tested, and a comparative assessment of the level and factors of trust across the regions of Ukraine has been carried out. The results show an historical tradition of mistrust of the state and its institutions particular to Ukraine as the country where the state has been perceived as foreign by most of the population for over 70 years; exceptional weakness and corruption of state administration, even by the standard of third-world countries; availability of influential and consistent stereotypes, partially universal and partly specific to post-communist countries. It causes polarization in society and within certain social groups and governmental institutions. Ukrainian society is characterized by the waste of symbolic capital of confidence in authorities. Meanwhile, there is some symmetry between mistrust of the system and trust in entities created by people to meet their spiritual, social, psychological, and other needs. Full article

We analyse the role of personality traits along with individuals’ cooperative behaviour, level of trust in the UK government and the European Council (EC, the body that defines the European Union’s overall political direction and priorities) and socio-demographics on UK citizens’ voting choices on the 2016 Brexit referendum. We use data from a survey conducted in April 2019 on 530 UK citizens who voted in the 2016 Brexit referendum. We use a Probit model to investigate what role voters’ personality traits, their trust in government institutions, their level of cooperative behaviour and socio-demographics played in the way they voted. We find voters’ choice was associated voters’ personality traits. In particular, voters associated with being extraverted, acting with self-confidence and outspokenness (i.e., agency), and voters’ closeness to experience, to forming part of a diverse community and the exchange of ideas and experiences were found to be associated with voting for Brexit in the 2016 referendum. We found that voters’ willingness to cooperate with others was associated with being less likely to vote for Brexit. In addition, voters who trusted the UK government were more likely to vote for Brexit, whereas voters trusting the EC were more likely to vote for the UK to stay in the EU. We also found that voters with relatively high level of education were less likely to vote for Brexit and voters not seeking jobs were more likely to vote for Brexit than students, unemployed and retired. We conclude that incorporating personality profiles of voters, their pro-social behaviour as well as their views on trust in politicians/government institutions, along with socio-demographic variables, into individuals’ vote choice analysis can account for voter heterogeneity and provide a more complete picture of an individual’s vote choice decisions, helping to gain a better understanding of individual vote choices (e.g., better predictions of future individual vote intentions). The River Basin Management Plan (RBMP) is an essential component of the European Union Water Framework Directive that details an integrated approach required to protect, improve and sustainably manage water resources. RBMP were intended to be produced for the periods 2009–2015, 2016–2021 and 2022–2027. However, after two years of delays in the development processes, the Republic of Ireland produced its first RBMP in 2010. The second RBMP cycle was also implemented in 2018 and is expected to run until the end of 2021 to give way to the third RBMP, whose consultation processes have been ongoing since December 2019. This paper contributes to the forthcoming RBMP by assessing stakeholders’ perspectives on the second RBMP through a desk-based review and by conducting interviews with nine institutions (14 interviewees). The qualitatively analysed interviews reveal a broad spectrum of actors associated with water management and governance in the Republic of Ireland through a three-tier governance structure that has been delivered (with amendment) through the first two RBMPs. Organisations such as the An Fóram Uisce|The Water Forum, the Environmental Protection Agency, the Local Authority Waters, and the Agricultural Sustainability Support and Advisory Programme have responsibilities designated in the RBMPs to deliver improved water quality, integrated catchment management, community engagement and awareness-raising. Trust has also been building up among these organisations and other agencies in the water sector. Despite these responsibilities and progress made, the interviews identified communication lapses, ineffective collaboration and coordination among stakeholders and late implementation to be hampering the successful delivery of the second RBMP, in addition to significant pressures acting on water bodies from agricultural activities and urban wastewater treatment. Towards the third RBMP, the paper concludes that optimised water sector finance, enhanced and well-resourced communications, and improved stakeholder collaboration are needed to foster effective and efficient water services delivery and quality. More so, given the cross-cutting impact of the Sustainable Development Goals on water resources and the interconnected relations among the goals, the paper further recommends the integration of the SDGs in the various plans of actions and a co-benefits approach to derive the triple benefits from biodiversity, climate change initiatives and water quality measures. Entrepreneurship is believed to be shaped by institutions; however, the paper assumes that trust in institutions is a fundamental prerequisite for the impact of institutions on entrepreneurship. The aims of the paper are to determine (i) whether trust in European institutions affects the level of entrepreneurship in European Union countries, and (ii) whether there are any differences in this impact regarding the types of institutions and (iii) a country’s government budget size. Based on yearly panel data for 27 European Union countries in the years 2004–2019 and estimations of panel regression models, the results show that confidence in institutions is a significant factor in explaining entrepreneurship. However, institutional trust has no homogeneous effect on entrepreneurship, as the impact depends on the kind of institutions related to their functions and values as well as on the country’s characteristics in relation to the size of the government’s budget. Practical implications suggest the possibilities of supporting entrepreneurship—especially in countries with a relatively lower public redistribution—by raising the level of confidence in the European Central Bank. The originality of the paper is related to distinguishing institutional trust based on the type of institutions and the country’s characteristics of governmental budget size. Full article

Vaccine hesitancy is a major threat to the success of COVID-19 vaccination programs. The present cross-sectional online survey of adult Poles (n = 1020) expressing a willingness to receive the COVID-19 vaccine was conducted between February and March 2021 and aimed to assess (i) the general trust in different types of vaccines, (ii) the level of acceptance of the COVID-19 vaccines already in use in Poland (BNT162b2 by BioNTech/Pfizer, mRNA-1273 by Moderna and AZD1222 by Oxford/AstraZeneca) as well as eight vaccines approved outside European Union (EU) or in advanced stages of clinical trials, (iii) level of fear of vaccination against COVID-19, and (iv) main sources of information on COVID-19 vaccination. Among all major vaccine technology, the highest level of trust was observed for the mRNA platform, with a considerable number of surveyed (>20%) not aware of the existence of vaccines produced using the traditional approach (inactivated and live attenuated vaccines). The age of participants was the main factor differentiating the level of trust in a particular vaccine type. Both BNT162b and mRNA-1273 received a high level of acceptance, contrary to AZD1222. From eight vaccines unauthorized in the EU at the moment of study, the CVnCoV (mRNA; CureVac) was met with the highest level of trust, followed by Ad26.COV2.S (vector; Janssen/Johnson&Johnson) and NVX-CoV2373 (protein; Novavax). Sputnik V (vector; Gamaleya Research Institute) was decidedly the least trusted vaccine. The median level of fear (measured by the 10-point Likert-type scale) in the studied group was 4.0, mostly related to the risk of serious allergic reactions, other severe adverse events and unknown long-term effects of vaccination. Female, individuals with a lower level of education and those not seeking any information on the COVID-19 vaccines revealed a higher fear of vaccination. Experts’ materials were the major source of information on COVID-19 vaccines in the studied group. The study shows the level of trust in COVID-19 vaccines can vary much across the producers while the mRNA vaccines are received with a high level of acceptance. It also emphasizes the need for effective and continuous science communication when fighting the pandemic as it may be an ideal time to increase the general awareness of vaccines. Full article

Tackling diffuse pollution from agriculture is a key challenge for governments seeking to implement the European Union’s Water Framework Directive (WFD). In the research literature, how best to integrate and align effective measures for tackling diffuse pollution, within the context of the EU’s multilevel governance structure, remains an open question. This paper focuses on the first and second implementation cycles of the WFD to explore how national governance arrangements either facilitated or hindered the adoption of effective policies, especially with regards to the delivery of agricultural and water policies on the ground. It draws on data collected through systematic document analysis and interviews with key experts, policymakers and interest groups, and presents a comparative analysis of two case studies: England and Scotland. The case studies show that Scotland’s joined-up governance structure, which enabled policymakers and interest groups to work together and to build trust and cooperation, facilitated the adoption of stricter measures for tackling diffuse pollution. In contrast, in England institutional fragmentation prevented a meaningful engagement of all parties and acted as a barrier. The analysis unpacks the design of policy mixes and the conditions that allow national governments to pursue more holistic and integrated governance approaches to overcome opposition from interest groups and gain their support. Type 1 Diabetes Mellitus (T1DM) is an autoimmune disease in which the insulin-producing beta cells of the pancreas are destroyed and insulin must be injected daily to enable the body to metabolize glucose. Standard therapy for T1DM involves self-monitoring of blood glucose (SMBG) several times daily with a blood glucose meter and injecting insulin via a syringe, pen or insulin pump. An “Artificial Pancreas” (AP) is a closed-loop control system that uses a continuous glucose monitor (CGM), an insulin pump and an internal algorithm to automatically manage insulin infusion to keep the subject’s blood glucose within a desired range. Although no fully closed-loop AP systems are currently commercially available there are intense academic and commercial efforts to produce safe and effective AP systems. In this paper we present the Diabetes Assistant (DiAs), an ultraportable AP research platform designed to enable home studies of Closed Loop Control (CLC) of blood glucose in subjects with Type 1 Diabetes Mellitus. DiAs consists of an Android (Google Inc., Mountain View, CA, USA) smartphone equipped with communication, control and user interface software wirelessly connected to a continuous glucose monitor and insulin pump. The software consists of a network of mobile applications with well-defined Application Programming Interfaces (APIs) running atop an enhanced version of Android with non-essential elements removed. CLC and safety applications receive real-time data from the CGM and pump, estimate the patient’s metabolic state and risk of hypo- and hyperglycemia, adjust the insulin infusion rate, raise alarms as needed and transmit de-identified data to a secure remote server. Some applications may be replaced by researchers wishing to conduct outpatient ambulatory studies of novel Closed Loop Control, Safety or User Interface modules. Over the past three years the DiAs platform has been used in a series of AP clinical trials sponsored by the National Institutes of Health, the Juvenile Diabetes Research Foundation, the Helmsley Charitable Trust and the European Union AP@Home project. Results of clinical trials using DiAs indicate that a smartphone with targeted operating system modifications and appropriate system software can be successfully used in outpatient clinical trials of FDA Class III medical devices such as Artificial Pancreas.
