Dear colleagues,

Emergency Management (EM) is the integration of social resources through effective management methods to ensure the safety of people's lives, property, and social stability in response to various emergencies, such as epidemics, natural disasters, accidents, and social security incidents. EM is a multi-hazard, multi-principle, all-process professional dynamic management process involving the government, enterprises, social organizations, the public and other relevant entities, which penetrates the prevention and preparation beforehand, disposal and rescue during the event, and recovery and reconstruction afterwards. The occurrence of various emergencies such as COVID-19 and natural disasters in recent years has led to "resource misallocation" among countries, regions, and organizations in terms of manpower, logistics, and space, which in turn has caused imbalance and asymmetry. Worse, it may further trigger financial, economic, political, or social crises. To achieve effective control of the occurrence of emergency disasters and the expansion of damage, many countries, regions, and organizations adopt mathematical optimization methods to ensure the stable operation of social systems by integrating, allocating, coordinating, and utilizing resources in emergency management. The approaches that are applied include the use of “Multi-objective optimization”, “Multi-criteria decision making”, “Fuzzy uncertainty”, “Linear and nonlinear programming”, “Monte carlo method”, or through the combination of “Big data”, “Cloud computing”, “System simulation”, “Machine learning”, etc. The themes of interest in this Special Issue include the above-mentioned mathematical methods and can be incorporated with the above-mentioned information technology in the "Engineering management", "Medical and care management", "Educational administration", and "Public management", and "Operation management of general enterprises and social organizations" domains, etc. The subject matter of submissions may be the prevention and handling of emergency disasters through these management methods, but papers are not limited to the above-mentioned contents.

Online English teaching remains prevalent post-pandemic, yet there is a significant research gap in assessing service quality during this period. Thus, this study employs a hybrid FANP and GRA method to evaluate critical factors sustaining high service quality in online English teaching in the post-coronavirus era. The FANP model highlights key contributors like professional employees, trustworthy staff, flexible transaction times, and a secure transaction environment. In contrast, GRA identifies personnel quality, responsiveness to customer needs, and a secure transaction mechanism as top factors. Individual customer needs and service facilities are of less importance in both models. This study’s primary contribution is proposing an integrated FANP and GRA approach to rank potential solutions for online English teaching service quality in the post-COVID-19 fuzzy context. The findings guide the online English teaching industry in maintaining service quality in future similar scenarios. Full article

This paper endeavors to enhance the prediction of volatility in financial markets by developing a novel hybrid model that integrates generalized autoregressive conditional heteroskedasticity (GARCH) models and long short-term memory (LSTM) neural networks. Using high-frequency data, we first estimate realized volatility as a robust measure of volatility. We then feed the outputs of multiple GARCH models into an LSTM network, creating a hybrid model that leverages the strengths of both approaches. The predicted volatility from the hybrid model is used to generate trading strategy signals, which are subsequently used to build an investment strategy. Empirical analysis using the China Securities Index 300 (CSI300) dataset demonstrates that the hybrid model significantly improves value-at-risk (VaR) prediction performance compared to traditional GARCH models. This study’s findings have broad implications for risk management in financial markets, suggesting that hybrid models incorporating mathematical models and economic mechanisms can enhance derivative pricing, portfolio risk management, hedging transactions, and systemic risk early-warning systems. COVID-19 vaccines have become pivotal in combating the pandemic since 2019. However, risks stemming from human errors, equipment malfunctions, and emergencies during cold-chain transportation can jeopardize vaccine security without effective safety standards. To ensure COVID-19 vaccine transportation safety, efficiency, and quality while mitigating risks, this study employed the modified Delphi method (MDM) to create a cold-chain vaccine transportation quality evaluation system. With the fuzzy analytic hierarchy process (FAHP), it then ranked indicator importance. The system comprises 5 criteria and 26 sub-criteria, highlighting factors like local weather conditions, topography, road characteristics, cold-chain logistics standardization, and national economic development. These significantly impact vaccine transport quality and risk. Regional authorities are advised to address these high-priority indicators by enhancing equipment, refining operational procedures, strengthening monitoring, offering training, etc. This comprehensive approach could minimize potential transportation setbacks, ensuring vaccine safety and quality. Crucially, this system offers valuable insights for health policies, transportation bodies, and companies. It sets safety benchmarks for cold-chain vaccine transportation and can be extended to other vaccines or medicines. This contribution is pivotal for future vaccine transportation management. Online education has been still a common way for teaching and learning in the post epidemic era. However, the related research on service quality for the online Yue kiln celadon art education industry is still a vital research gap during this period. Thus, a hybrid method of FANP and GRA is proposed in this study to analyse and evaluate the key factors for providing and maintaining high service quality of online Yue kiln celadon art education industry in the post coronavirus era. In this research, whether in the model of FANP and GRA, factors such as safety mechanism of transaction and education, personnel quality, and the ability of customer need handling are essential conditions for providing excellent service quality in the post-COVID-19 era. The main contribution of this study is to propose an integrated method of FANP and GRA to calculate and rank potential solutions of online Yue kiln celadon art education service quality in the post-COVID-19 era under fuzzy environment and discrete conditions. Finally, the research findings of this study have a guiding role, thereby becoming a guide for the industries related to online Yue kiln celadon art education to maintain good service quality in similar scenarios in the future. The blended educational method has become a common way of teaching and learning in the post-COVID-19 era. However, the related research on the selection model for the blended design teaching service quality solution is still an important research gap during this period. Therefore, this study proposed a hybrid method of fuzzy analytic network process (FANP) and technique for order preference by similarity to ideal solution (TOPSIS) to analyse the dimensions, indicators and alternatives of blended design teaching service quality. As for the findings of this research, the dimension of assurance is the most vital factor, followed by responsiveness, reliability and empathy. Meanwhile, this research discovered that the top three significant alternatives are “Employees are trustworthy”, “Safe transaction mechanism and environment” and “Personalised needs of customers”. Also, we found that dimensions utilised to evaluate the quality of education service are similar whether in the post COVID-19 era, in the COVID-19 epidemic or prior to the COVID-19 pandemic. The main contribution of this study is to establish a multi-criteria decision-making (MCDM) model for the ranking of the blended design teaching service quality index and solution under a fuzzy environment. Finally, the research findings of this study have a guiding role, thereby becoming a guide for the industries related to hybrid design education to maintain good service quality in similar scenarios in the future. This study focuses on a risk assessment method for oil and gas pipelines. Oil and gas pipelines are usually constructed in a complex geological environment and are potentially dangerous. Risk assessment is a key step for their safety management. Therefore, the present paper establishes a risk indicator system as the risk assessment foundation, and we propose a risk assessment method to obtain a quantitative assessment result for the pipeline based on set pair analysis (SPA) theory. For the weight values of each indicator in the assessment process, this paper presents a calculation method based on vague sets theory. Then, a pipeline in the Yanchang oilfield was taken as a case study to verify the feasibility of the method, and the final assessment result was 2.911, which meant the pipeline was relatively safe. The method could also obtain the risk level of each indicator, showing that geological conditions, extreme weather, and public safety awareness were particularly unsafe, and service time, pipeline deformation, ground activity, and operation training were relatively unsafe. It is expected that the risk assessment result could provide a reference for pipeline safety management. Full article

Due to insufficient epidemic detection and control, untimely government interventions, and high epidemic prevention costs in the early stages of the epidemic outbreak, the spread of the epidemic may become out of control and pose a great threat to human society. This paper optimized and improved the traditional Susceptible-Exposed-Infectious-Removed (SEIR) model for investigating epidemic control and public health emergency management. Using the Corona Virus Disease 2019 (COVID-19) outbreak as an example, this paper simulates and analyzes the development of an epidemic outbreak during various periods with the optimized SEIR model, to explore the emergency control capacity of conventional medical control measures, such as large-scale outbreak testing capacity, hospital admission capacity, or daily protection of key personnel, and analyze the government’s emergency management strategies to achieve low-cost epidemic control. The model developed in this study and the results of its analysis demonstrate the differences in outbreak emergency control capacity under different conditions and different implementation strategies. A low-cost local outbreak emergency management strategy and the timing of the government’s resumption of work and school are discussed on this basis. Full article
