Although topic is certainly very interesting in the context of current situation, but I have the following major concerns to have this article more impactful,

 

-IoT (Internet of Things) to be  Internet of Things (IoT)

-Introduction should be improved in terms of motivation of the work, research gap, challenges and literature reviews 
from the recent publications in the areas, so that more number of personnel from academia, research and industry can be attracted.

-Major contributions of your work needs to be concisely highlighted to attract many of the people involved in these areas.

-Y-axis (vertical axis) to be defined for Figures 4 and 5, respectively.

-Discussion section to be changed to conclusion and also need revisions.

-English proofread is recommended!

-Quality of presentation can be improved.

-Some of the recent publication from MDPI jnls should be cited.

*       The author should depict the flow graph to illustrate the need for the proposed approach.

*       The significant trends of the simulation results should show.

*       Comparison with recent studies and methods would appreciate.

*       Introduction section can add the issues in the context of the current work and how proposed algorithms/approaches can overcome this.

*       Literature review techniques have to be strengthened by including the current system's issues and how the author proposes to overcome the same.

*       Clarify the finding Error rate and accuracy in the performance analysis section.

*       It is suggested to add the chart for the given process with a description.

*       The mapping process for the proposed technique should discuss in detail.

*       Conclusion should state scope for future work.

*       Authors should add more information on the code's implementation to perform the analysis and the library involved in this task.

*       Authors should add the parameters of the process/method.

*       The paper does not clearly explain its advantages concerning the literature: it is not clear the novelty and contributions of the proposed work: does it offer a new method? Or does the innovation only consists of the application?

The advantage of the proposed method concerning other ways in the literature should clarify.

*       The paper does not provide critical experimental details needed to assess its contribution: What is the validation procedure correctly?

*       The comparison of different methods using clear graphs should explain.

*       Results need explanations. Additional analysis is required for each experiment to show its primary purpose.

*       Authors suggested adding information about the time to label a new sample under investigation. How does this work compare to other jobs? The author might consider justifying the performance of this study with recent studies and methods.

*       Authors should explain the reason why they choose these algorithms. What are the limitations of this work? How can the rigor of this work be demonstrated?

*       Please use a simple diagram or figure to illustrate this paper's whole idea and its modification from previous work or traditional framework.

*       The results of analyses should be presented in a consistent and explicit form using graphs and tables.

*       An error and statistical analysis of data should perform.

*       A comparison with state of the art in the tabular form should add.

*       Need a detailed explanation of the analysis/processing steps.

The abstract is very empty and should contain information about the results achieved in this research. Specifically, what conclusions were reached.

The introduction is very short, more state of the art references should be included. For example, case studies where the contribution of IoT and associated technologies can mitigate the effects of the pandemic.

At the end of the introduction, the structure of the paper should be written.

The paper describes some aspects that are already known in terms of the contribution of technologies to improve economic development, but in concrete what are the new contributions?

What are the proposals? What can be done differently to mitigate the effects of the pandemic? It has been thanks to the technology that we have lived in these times of crisis. Pros and cons also need to be highlighted.

With the review, the quality of the paper has improved, but it remains a very theoretical work, it does not demonstrate how the IoT and technologies associated with the context of smart cities mitigate the effects of covid19. It is known that helps, but what is the scientific contribution of the work to pursue a line of research? The work mixes several concepts and can be seen as a literature review work and no more. A demonstration with case studies could help demonstrate what you want to transmit.

Your reviewing aspects are turned into a new (sub)chapter 4.2 named Prospective Tech-forward Solutions),

as the work's main argument and approach are around the link between the ambient intelligence (electronic environments sensitive and responsive) with the working issues from the country reports on innovation and digitization (a framework to drive what to do in the future in terms of investment and development for smart city projects with IoT and cloud analytics embedement)
