Free-roaming domestic cats (Felis catus) present a major management challenge for animal welfare and biodiversity conservation. Trap-neuter-return (TNR) programs, which include sterilization and return of cats, are increasingly adopted to manage cat populations, often alongside routine food provisioning. However, their effectiveness in reducing cats’ reliance on wild prey remains contested. In this study, we use stable isotope analysis (δ13C, δ15N, δ34S) of cat fur to investigate dietary patterns before and after TNR implementation in the context of concurrent changes in food availability linked to the closure of nearby mink-farming operations. We analyzed samples from 122 cats in a large-scale TNR initiative on a rural property in British Columbia, Canada. These included indoor cats (control), free-roaming cats prior to TNR (Group 1), a subset of Group 1 re-sampled months after food provisioning began (Run 2), and newly sampled cats that had been fed regularly before trapping (Group 2). Local prey and food sources were also analyzed to provide a comparative isotopic baseline. Our results show clear dietary shifts following TNR. Group 1 cats exhibited high isotopic variability and elevated δ15N and δ34S values, consistent with wild prey consumption. In contrast, post-TNR cats showed significantly lower and more homogeneous values, aligning closely with those of indoor, kibble-fed cats. These changes are consistent with a reduced dietary reliance on wildlife and raw mink feed following the combination of TNR with regular provisioning and the cessation of mink operations. These findings demonstrate that regular food provisioning in TNR-managed colonies, particularly when combined with broader environmental changes, can significantly alter cat diets and potentially reduce their dependence on wild prey. Although trap-neuter-return (TNR) is a popular method for managing free-roaming domestic cat populations, a common criticism is that sterilization fails to mitigate the public health risks posed by free-roaming cats. One of these risks is the environmental contamination of Toxoplasma gondii, a parasite that can be spread in the feces of actively infected felids (both domestic and wild). In healthy humans, toxoplasmosis tends to be mild or asymptomatic; however, the disease can have severe consequences (e.g., for pregnant women) and even be fatal in immunocompromised individuals. Previous research has examined the extent to which free-roaming domestic cats might contaminate sites frequented by young children (e.g., schools and parks). However, the model used included several assumptions that are not reflective of sterilized cats in an urban setting (e.g., smaller home range). By properly accounting for several key factors (e.g., reproductive status, home range), our modeling revealed considerably lower rates of potential incursions by sterilized free-roaming cats than those reported previously. More importantly, our results show that sterilization contributes to a considerable reduction in the risk of environmental contamination; TNR therefore appears to be a valuable harm reduction strategy in mitigating the risks of T. gondii infection. Sporotrichosis is a zoonotic fungal infection with increasing incidence in the Brazilian Amazon, primarily affecting domestic cats and posing risks to human health. This study characterized the clinical and epidemiological profiles of 29 feline sporotrichosis cases in Manaus and optimized molecular diagnostic methods for Sporothrix species identification. Most affected cats were young (86.2% aged 1–3 years), male (82.7%), and free-roaming or semi-indoor (44.8% each), frequently presenting cutaneous lesions localized at the nasal planum (23.3%), ears (7%), eyes (2.3%) and other facial areas (18.6%). Three DNA extraction methods were compared; the phenol–chloroform protocol yielded the highest DNA concentration and purity, and ITS1ITS4 primers showed an adequate sensibility for PCR detection. In silico RFLP profiles using common restriction enzymes showed limited discriminatory power among Sporothrix species. ITS sequencing of four high-quality amplicons confirmed all isolates as Sporothrix brasiliensis. Antifungal susceptibility testing of all isolates revealed geometric mean MICs of 0.25 µg/mL for ketoconazole, 0.57 µg/mL for itraconazole, 7.27 µg/mL for amphotericin B, and 64 µg/mL for fluconazole, respectively. These findings provide clinical, molecular, and therapeutic information supporting the diagnosis and surveillance of feline sporotrichosis in the Amazon, reinforcing the need for ongoing veterinary and public health monitoring. This study presents the scientific and methodological foundation of Spain’s first national framework for the ethical management of community cat populations: the Action Plan for the Management of Community Cat Colonies (PACF), launched in 2025 under the mandate of Law 7/2023. This pioneering legislation introduces a standardized, nationwide obligation for trap–neuter–return (TNR)-based management of free-roaming cats, defined as animals living freely, territorially attached, and with limited socialization toward humans. The PACF aims to support municipalities in implementing this mandate through evidence-based strategies that integrate animal welfare, biodiversity protection, and public health objectives. Using standardized data submitted by 1128 municipalities (13.9% of Spain’s total), we estimated a baseline population of 1.81 million community cats distributed across 125,000 colonies. These data were stratified by municipal population size and applied to national census figures to generate a model-ready demographic structure. We then implemented a stochastic simulation using Vortex software to project long-term population dynamics over a 25-year horizon. The model integrated eight demographic–environmental scenarios defined by a combination of urban–rural classification and ecological reproductive potential based on photoperiod and winter temperature. Parameters included reproductive output, mortality, sterilization coverage, abandonment and adoption rates, stochastic catastrophic events, and territorial carrying capacity. Under current sterilization rates (~20%), our projections indicate that Spain’s community cat population could surpass 5 million individuals by 2050, saturating ecological and social thresholds within a decade. In contrast, a differentiated sterilization strategy aligned with territorial reproductive intensity (50% in most areas, 60–70% in high-pressure zones) achieves population stabilization by 2030 at approximately 1.5 million cats, followed by a gradual long-term decline. This scenario prioritizes feasibility while substantially reducing reproductive output, particularly in rural and high-intensity contexts. The PACF combines stratified demographic modeling with spatial sensitivity, offering a flexible framework adaptable to local conditions. It incorporates One Health principles and introduces tools for adaptive management, including digital monitoring platforms and standardized welfare protocols. While ecological impacts were not directly assessed, the proposed demographic stabilization is designed to mitigate population-driven risks to biodiversity and public health without relying on lethal control. By integrating legal mandates, stratified modeling, and realistic intervention goals, this study outlines a replicable and scalable framework for coordinated action across administrative levels. It exemplifies how national policy can be operationalized through data-driven, territorially sensitive planning tools. The findings support the strategic deployment of TNR-based programs across diverse municipal contexts, providing a model for other countries seeking to align animal welfare policy with ecological planning under a multi-level governance perspective. The domestic cat is the primary reservoir host of three flea-borne Bartonella species, one of which (Bartonella henselae) causes reduced fertility and reproductive failure in experimentally infected cats. Vertical transmission of Bartonella has been documented only in B-cell deficient mice, but not immunocompetent animals. As many free-roaming cats are chronically infected with Bartonella and may be immunocompromised by environmental stress or coinfection, we attempted to isolate Bartonella from the fetal and placental tissues of pregnant queens spayed during trap–neuter–release. Four samples from each tissue (ovary, uterus, fetus, and placenta) were split for direct DNA extraction, liquid culture, and culture on a blood agar plate. Samples from infected queens were inoculated into liquid media and sampled weekly for three weeks for DNA extraction and plating. Bartonella DNA was sequenced directly from 28% (5/18) of the free-roaming queens. For these five queens, liquid enrichment culture was attempted in duplicate for fetal and placental samples. Bartonella clarridgeiae DNA was amplified using qPCR liquid enrichment cultures from the placentas of two cats. These findings suggest that viable Bartonella organisms are present in feline reproductive tissue. Additional studies are needed to assess the transplacental transmission of Bartonella spp. and Bartonella’s influence on fetal development. Full article

Urban free-roaming cats present challenges like noise, urination, defecation, property damage, public health risks, and wildlife predation. Traditional enforcement methods, such as containment laws and impounding, are ineffective, especially in low-income areas, where many free-roaming cats live. These cats are often cared for by “semi-owners”, who feed them without formal ownership. Financial barriers to sterilization for owned and semi-owned cats in these areas result in unplanned litters, sustaining the free-roaming population and burdening local authorities and animal welfare organizations. Cats causing complaints are frequently impounded and euthanized, affecting the mental health of veterinary, shelter, and council staff. This paper critiques punitive, compliance-driven strategies and highlights the success of assistive Community Cat Programs offering free sterilization, microchipping, and registration. In Banyule, Victoria, such a program reduced cat impoundments by 66%, euthanasia by 82%, and complaints by 36% between 2013 and 2021. Two other programs in large cities and rural towns in NSW and a rural town in Queensland have now reported similar results. Based on the One Welfare framework, these programs address the interconnectedness of animal welfare, human well-being, and environmental health. By removing financial barriers, they build trust between authorities and caregivers, improving compliance and welfare for cats, communities, and wildlife. However, following the loss of key program staff and the reintroduction of financial barriers in Banyule, cat intake rose by 140% between 2022 and 2024, demonstrating the detrimental impact of financial barriers and punitive approaches. This underscores the importance of sustained, community-based solutions and legislative reforms that prioritize humane, barrier-free strategies. Understanding the critical success factors for Community Cat Programs is essential for effective cat management. Full article

Traditional methods for managing free-roaming cats in Australia primarily depend on legislation and enforcement to achieve compliance. State laws and local regulations mandate confinement, sterilization, registration, and identification and limit the number of cats kept, with penalties for breaches. However, these strategies fail to address underlying issues like financial constraints in low-income areas and the prevalence of semi-owned cats. Containment mandates often result in increased complaints, shelter intake, and euthanasia, without effectively reducing cat-related problems. Research shows that these approaches are expensive, difficult to enforce, and place a disproportionate burden on disadvantaged communities. Moreover, they negatively affect the mental health of shelter staff and animal management officers, who are frequently exposed to euthanasia and ongoing challenges. An alternative “One Welfare” framework, which recognizes the interconnectedness of animal, human, and environmental welfare, has proven more effective. Programs that provide support and resources, particularly for cat sterilization and microchipping, while fostering the human–animal bond improve outcomes for both cats and caregivers. Shifting from punitive measures to collaborative, community-driven strategies is crucial for managing free-roaming cats in a way that benefits animals, people, and the broader community, while protecting wildlife. Rodents play a role in the spread of disease and cause immense damage to produce and infrastructure, leading to food safety risks and economic losses for farmers. Farmers typically control rodent populations using rodenticide baits, which are expensive, and, when used incorrectly, are inefficient, and pose a risk to children, pets and wildlife. Cats may offer a safer, more efficient and cheaper option for farmers, but concerns for cats’ impact on wildlife and possible negative outcomes for their own welfare may lead to them being underutilized. Through semi-structured interviews with 15 people from 9 dairy farms in two regions, we explored the value cats have to dairy farmers and the perceived impact of the Australian Tax Office making working cat care tax deductible. The data gathered during interviews indicated that uncontrolled rodent populations have a detrimental impact on dairy farms and showed that farmers valued having cats due to their efficiency in pest control, monetary savings and companionship. They struggled to cover the cost of cat care, however, particularly costs like sterilization and vaccination, which are necessary to enhance cat welfare and protect native wildlife from diseases and cat overpopulation. Our findings demonstrate that dairy farmers value the working cats on their farms for rodent control. Allowing cat care to be tax deductible may enable farmers to provide care such as sterilization, vaccination and food, potentially improving farmers’ wellbeing and cat welfare whilst reducing cats’ impact on wildlife. It is strongly recommended that relevant industry bodies gather additional evidence from both dairy and other types of farming operations, and if results are consistent with the findings from our study, they lobby state and federal governments to consider that cats kept on farms for rodent control be considered tax deductible as they are in the US and UK and are also exempt from state cat registration and permit costs as working dogs are in Australia. Free-roaming cats and dogs impact biodiversity, public health, and the welfare of other animals. Attitudes towards free-roaming animals can influence their population dynamics and management success. We conducted an online survey to evaluate social perceptions and attitudes towards free-roaming animals among self-selected Portuguese residents aged 18 or older with internet access. The survey focused on responsible ownership, perceptions and attitudes, and management practices, and allowed the collection and analysis of 1083 responses (607 for dogs and 476 for cats). Our results identified needs for improvement in pet ownership: increasing pet cat identification, reducing unsupervised outdoor access, and promoting pet dog sterilization. In terms of management strategies, we found strong support for trap–neuter–release, sheltering, sanctions on abandonment, and educational campaigns. We also found limited support for lethal control methods and fear of culling and long-term caging as barriers to reporting free-roaming animals. While our findings are based on a self-selected online sample, they establish a foundation for future research while also offering valuable guidance for policymakers and stakeholders. Full article

Rodents on farms are a substantial issue due to the damage they cause to produce and infrastructure, and the risk they pose to food safety. As a result, farmers need to control rodent populations around farms. In a previous study, farmers indicated a preference for working cats, stating that they are a more efficient, safer, and cheaper alternative to rodenticide baits, and they provide companionship. However, farmers’ options for managing cat populations are often limited to lethal methods because of time and financial constraints. Through semi-structured interviews, this study explored the impacts of lethal cat management methods on farmers, their experience with a free cat sterilization program, and their views on a Barn Cat Program, whereby healthy stray cats would be vaccinated, sterilized, and made available to farmers. Our results indicated that farmers had a relationship with the cats on their farms and that using lethal methods to manage these cats had a negative impact on farmers’ wellbeing. Farmers supported the free cat sterilization program, as it reduced the cat population and their impact on wildlife, improved cat behavior and welfare, and benefited farmers. Farmers also generally supported a Barn Cat Program and gave suggestions on how best to promote it to other farmers. Funding should be provided for cat sterilization programs, as they support farmers, who value cats for rodent control and companionship, improve cat behavior and welfare, and reduce working cat populations and their impact on wildlife. Urban free-roaming cat populations (or community cats, according to the Spanish legislation) present complex challenges, including public health risks, coexistence conflicts with residents, animal welfare, and threats to biodiversity conservation. In 2020, Córdoba, Spain, initiated one of the most extensive citywide trap–neuter–return (TNR) programs, incorporating 225 groups of cats (usually named colonies) into a meticulously structured management framework. Over four years, the program stabilized cat populations, achieving 95% sterilization coverage and effectively limiting population growth despite external challenges, including abandonment, influxes from unmanaged areas, and compensatory effects. Although the overall population showed a modest decline of 2.68%, this outcome reflects not only the recent inclusion of numerous colonies still undergoing stabilization but also the prevention of an estimated 70% population growth without intervention, as projected by our population viability analysis (PVA). Key results highlight the program’s cost-effectiveness, with an average annual cost of EUR 0.62 per person. The long-term projections from a population viability analysis (PVA) using demographic modeling suggest a potential 55% population reduction by 2028, contingent on sustained efforts. The program’s integration of citizen science, systematic data collection, and adaptive management demonstrates its scalability and replicability as a model for urban and peri-urban feline management globally. Its significance lies not only in its scope and scale but also in demonstrating the ethical and practical feasibility of large-scale TNR initiatives in urban contexts. Córdoba’s program, which predates Spain’s Animal Welfare Law 7/2023 mandating structured feline colony management plans, demonstrates a pioneering framework for compliance and innovation in urban animal management. These findings underscore the critical role of sustained interventions, community collaboration, and legal frameworks in ensuring long-term success and addressing global challenges in urban animal welfare and biodiversity conservation. La Graciosa, a Natura 2000 site in the Canary Islands, faces substantial conservation challenges, including a large free-roaming cat population that threatens the island’s native biodiversity. In July 2024, a Trap–Neuter–Return (TNR) campaign achieved an 81.4% sterilization rate within urban areas, highlighting TNR’s short-term effectiveness in reducing reproductive potential and, consequently, mitigating predation pressures primarily through the prevention of new litters and reduced reproductive activity in cats. The campaign’s success relied heavily on the active involvement of the local community, who assisted with identifying, trapping, and monitoring free-roaming cats, thereby facilitating a high sterilization rate. However, administrative restrictions hindered access to peri-urban zones, leaving essential population clusters unsterilized and limiting the campaign’s overall scope. Additionally, strong opposition from conservation groups, amplified by extensive media coverage, halted the project prematurely, reducing the effective sterilization rate to 69.3% within three months. Population Viability Analysis (PVA) suggests that achieving high sterilization rates could lead to population reduction over time; however, the inability to access all population segments and to reach the ideal 93–95% sterilization threshold limits TNR’s potential as a long-term standalone solution. Our findings underscore the need for adaptive, context-specific management frameworks in ecologically sensitive areas that integrate TNR with complementary measures, consider regulatory barriers, and value community involvement. This case study provides crucial insights for policymakers and conservationists seeking to balance biodiversity conservation with humane management practices in protected areas. Full article

Domestic cats (Felis catus) currently occupy the 38th place in the Global Invasive Species Database. Free-roaming cats potentially have broad-ranging impacts on wildlife, occupying most terrestrial environments globally as house pets, strays, or feral animals. In Australia, for example, cats are responsible for the decline in many vertebrate populations and extinction of several native mammals. However, in Brazil, few studies have explored either direct impacts of predation on wildlife, or other indirect impacts, such as competition for resources, niche overlap, hybridization, and disease transmission. In this review, we summarize and discuss 34 original research reports, published between 2001 and 2020, on impacts of free-roaming cats in Brazil. We briefly contextualize the history of cat domestication and present that, in Brazil, more studies have focused on the potential of free-roaming cats to transmit disease than to exert impacts via predation or competition on wildlife. More studies were conducted in Brazilian mainland areas (n = 23)—notably in Atlantic Forest—than on islands (n = 11). The review highlights potential impacts of cats on wildlife. We also discuss how control management strategies can affect the welfare of domestic cats, identifying potential knowledge gaps as well as opportunities for future research. Finally, understanding risks of cat predation is necessary to inform future measures to mitigate impacts on wildlife, without neglecting cat welfare. Full article

Outcomes of a Community Cat Program Based on Sterilization of Owned, Semi-Owned and Unowned Cats in a Small Rural Town

Free-roaming cats in urban and peri-urban areas and in rural towns pose significant challenges due to their nuisance behaviors, threats to wildlife, and potential disease transmission. Traditional management methods often involve trapping and euthanizing many of these cats, which is not only costly but also distressing for the shelter staff involved, and have failed to reduce numbers of impounded cats or cat-related complaints. Our study aimed to evaluate the effectiveness of a Community Cat Program that provided free sterilization, microchipping, and preventative veterinary care for all owned, semi-owned, and unowned cats in a small rural town with high cat impoundments in Ipswich, Queensland. The program was instigated by the Australian Pet Welfare Foundation in collaboration with the Royal Society for the Prevention of Cruelty to Animals, Queensland and the Animal Welfare League, Queensland, and it was funded by various organizations including Fondation Brigitte Bardot. Data from 2017 to 2023 were analyzed to assess the impact of the program on cat intake and outcomes in local shelters. A total of 308 cats were sterilized, representing 94 cats per 1000 residents over 3.4 years, and in the third year, this was associated with a 60% decrease in cat intake, an 85% reduction in numbers euthanized and 39% fewer cat-related calls to the local council. These findings suggest that high-intensity, targeted sterilization programs significantly decrease shelter intake and euthanasia, and thus alleviate the psychological burden on staff. These programs are a humane and effective alternative to traditional cat management, and benefit animal welfare as well as community wellbeing. This is aligned with a One Welfare approach, which enhances the well-being of animals, humans, and their environments. Legislative changes are required to support these programs to effectively decrease the numbers of free-roaming cats in cities and towns and the issues they cause, while protecting human wellbeing.
