As notted in my comments on the manuscript, some background and discussion is needed regarding those landowners with forest management plans.  What are they? How are they developed? Are they approved by a State Agency? How might a plan complement the certification process? Are there incentives for having a plan? (e.g. in Vermont forest land with an approved plan are taxed at a lower rate).  Also, suggest authors discuss the implications of their research in regards to developing incentives and reducing barriers to certification.
