What is the main contribution of the present article?

It is applied in China, but could it be expanded to other regions?

The introduction should clearly state the research question.

In light of the severe air pollution problems that China has struggled with for several years, this is a very important topic.  Because pollution from motor vehicles is a major source of air pollution in China, understanding what measures are most effective to reduce it is vitally important.  The authors do an excellent job of building upon previous research in employing their econometric model to examine the relative effectiveness of various pollution control strategies.  Although it is very difficult to present the results of an econometric study in a manner that will appeal to a wide audience, th4e authors do a creditable job of this.
