This is a process description paper. Therefore, I believe it will be helpful for those who are looking for ideas around the facilitation of partnership, particularly in developing countries.

The abstract is dense and inaccessible. I have made some editorial suggestions on how it could be made accessible. Once one gets over the density of abstract, the article reads well.

I recommend the following minor editing:

Line 14 – 20 are dense and read more line series on fragments.  I suggest that the author replace them with lines 38 -40.

In line 20, the sentence begins with “in this short contribution….” I recommend that authors replace “in this contribution” with “in this paper”. The same sentence in line 12 ends with “as a way of addressing this situation” please replace situation with the actual nouns that specify what the paper is addressing.

Thank you for your comments! We have addressed these in the following way:

We did exactly that.

In line 20, the sentence begins with “in this short contribution….” I recommend that authors replace “in this contribution” with “in this paper”. The same sentence in line 12 ends with “as a way of addressing this situation” please replace situation with the actual nouns that specify what the paper is addressing.

We changed the beginning of the sentence as suggested. 

We adapted " as a way of addressing this situation"  to "as a way of enhancing shared understanding among stakeholders". (Lines 17-18 in adapted version).

The three authors of the paper agree with these changes and we hope that these changes are in line with your expectations as well.

The paper is quite interesting and significantly covers the particular settings and appropriate specifications of the Journal.

 Moreover, this paper is rather suitable for the contents and within research orientation of the Journal

The subjects of the paper are quite clear, well-structured and closely related with the aims of the Journal

The paper has is well-constructed and also all themes are relevant and quite clearly stated. The paper demonstrates an adequate structure and uses the current literature in the field.

The paper reviews the current literature and the section of conclusions of this paper is quite clear, including the main – bullet points contributing substantially towards the current theory.
