The manuscripts “Construction of Chinese Smart Water Conservancy Platform Based on Blockchain: Technology Integration and Innovation Application”, which proposes a blockchain platform for developing a smart water conservancy industry, is generally interesting. It provides some background of previous works. However, more research needs to be done and more literature needs to be reviewed. Also, this proposed methodology, needs to be described more clearly and in detail. I believe the authors can explain whether similar approaches have been applied to other parts of the world and whether the results were convincing. I believe the proposed methodology needs more investigation and evaluation in order to making sure that it will be applicable in water management field. I suggest the authors also clearly mention the research questions which will be addressed and fundamental societal contributions of this research as well as its intellectual merits. The Abstract and Conclusions section does not thoroughly describe the methodology and the motivation behind it. Also, there exist number of grammatical errors and typos. I suggest the authors to ask a native English speaker or an English institute to check the text of the manuscript critically. Due to these issues, I believe this manuscript needs “Major Revisions” before further consideration.

The paper depict a possible utilization of the blockchain technology in the field of water management at a national level (PRC) highlighting strengths and weaknesses

 

The paper is well written the idea is original but the paper suffers some flaws that should be corrected to be worth of publication

 

The abstract lacks of conclusions about the initial hypothesis, please insert main concise statements of main findings of your work in particular the issues contained and highlighted (immature technology, unknown risks and challenges). 

 

line 65-72 it is a repetition of the previous paragraph please delete

 

line 116-117: for the sake of clarity the authors should declare what does it mean the term: "public" ? In some countries and context it refers to a service reaching the most of people in other the sector owned by the governments: please add a definition

figure 2: please add a legend in particular to define "DPoS" what it is ?

 

line 250: attracteing ?

 

About the PoW I suggest to the authors to consider reading and reference to possible papers published in Sustainability, dealing with Sustainability of Bitcoins and Related Blockchain Technology
