I still have some concerns about the academic soundness of the paper, conclusions seem to be an opinion rather than a scientific result. My perplexity is likely due to my scarse knowledge of the methodology applied, therefore I'm not against the publication of paper.

Thanks for your review. We have made some minor revisions to the conclusion’s wording to make them appear less like the opinions of the authors and instead based on the framework applied and the underlying evidence-base.

A most other COVID-19 papers, this paper gives an overview of a specific region's COVID-19 reactions, impact and strategy. The added value that makes this paper an interesthing and worthy reading is the methodology and depth of the work. The descibed review methodology is interesting and is a good direction of doing reviews. The risk framework is well-designed and suitable to analyze this issue, the policy details described are a good source of information. 

In general this is a good article, a good addition to the journal.

Based on the special case of Greenland and Iceland (geographically separated from other countries), this paper reviewed how to respond to COVID-19 in the economic, business, environmental, and socio-cultural categories.

 The above parameters interpreted social phenomena using Key Word search techniques. In addition, it was listed in the form of case introduction, so it felt more like a newspaper editorial rather than a research paper.

Ultimately, what the author is trying to say is that there was no 'specific' information on how Greenland and Iceland's response to COVID-19 could be generalized and applied to other countries.

The paper attempts to analyze the impacts of Covid-19 in two island cases studies: Iceland and Greenland. 

I find the methodology poor, it is not well defined and conclusions seems to reflect the purely subjective opinion.

The paper needs of a solid empiric approach.

(Supplement after editor asked.) the paper is potentially interesting but in my opinion authors should better explain why it is important to analyze the case of Iceland and Greenland during the pandemic Covid-19. I have also found the methodology too poor, for those who are not experts in the SALSA approach it is necessary a more detailed description. Moreover, the paper totally lacks a descriptive analysis of the data. I believe that too much work is needed to improve the paper and this explains my decision to reject the paper.
