I have read with interest your paper titled The impact of land use change on disaster risk from the perspective of efficiency. I liked the approach taken, figures, and the decision to look at land use change. However, my question and suggestion is to reflect a bit more on how to measure such land use change. This is a big question in the literature, and I like how Peter Riad addressed it, by combining Landsat and GIS methods, for instance, which is similar to how you proceed for Taiwan.

The method should be better justified and please engage with similar methods too, show what is out there, and why you picked this. See for instance this very good paper, and discuss in your article how your work relates to it. I think this would be very important: 

Riad, P., et al. (2020). Landscape transformation processes in two large and two small cities in Egypt and Jordan over the last five decades using remote sensing data. Landscape and Urban Planning197, 103766.

Bibliography should be not in alphabetical order, but following guidelines of endnote guidelines as per MDPI. Please fix (editorial team please advise).

This is a well-written technical manuscript studying the resiliency of changing land-use in Taiwan. Technically, it is a regular analysis using available data. I agree with its conclusion: that changing land-use driven by economic factors destroys the resiliency of the land, and sets up the region for possible catastrophic reaction to unforeseen events. However, such changes can never be predicted, and the overall result of pushing a region towards a lack of resilience is not good planning.

I would change one word in the abstract "mankind" to "humankind".

My main recommendation is to supplement the very technical analysis of this paper, and anchor it to a more theoretical and broader approach. Otherwise, frankly, I see this paper's readership being limited to a very narrow group of people. And that would be a shame, because of the importance of the conclusions.

Let me let me suggest that the authors read the following general discussions of resilience, and perhaps they can add some text to their paper either at the beginning or towards the end, or both.
