This manuscript studies ‘An Evolutionary Game Analysis on Green Technological innovation of New Energy Enterprises under the Heterogeneous Environmental Regulation Perspective’. It is an interesting topic. Some issues listed below need to be addressed before the paper is suitable for publication:
Q 1: The abstract is important to represent the content of the article and it need to be improved. For example, the first part of the abstract should be improved providing a better introduction of the topic. Some final results from the study should also be added in the abstract.
Q 2: The initial letters between different keywords should be capitalized.
Q 3: In the first paragraph, some references should be added to show these issues.
Q 4: The originality and the novelty of this paper should be further improved, and the contribution of this paper relative to previous studies needs to be further highlighted.
Q 5: Most equations do not use references. How did the authors obtain them? What are the authors' reasoning based on?
Q 6: All the tables are to be formatted consistently, including font size and formatting, except for highlighting purposes.
Q 7: All the figures are to be formatted consistently, including font size and formatting, except for highlighting purposes.
Q 8: Some errors or inappropriate expression can be found through all the manuscript. It is necessary to improve the quality of English.

Full Title: An Evolutionary Game Analysis on Green Technological innovation of New Energy
Enterprises under the Heterogeneous Environmental Regulation Perspective
By establishing a two-sided evolutionary game model between government and new energy enterprises, the authors have applied evolutionary game theory and numerical simulation to analyze the influence mechanisms of command-control, market-incentive, and social-will three environmental regulation tools, as well as different combinations of environmental regulation tools, on green technology innovation behavior of new energy enterprises.
After reading and analyzing the present manuscript, I feel that the topic discussed is very interesting, and the methodology is sufficiently described; moreover, results could be original and authors show a certain knowledge of the literature, related to the considered topics. However, the introduction is not well documented. The relevance of the achievements in this work have not been correctly motivated. For all of these reasons, I recommend revision. I think the manuscript still needs some slight improvements:
1. Please modify the abstract by writing clear contributions that this paper will make to the existing literature. Please, add few key results of your study in it.
2. Novelty and motivation of paper is not properly mentioned. Please add focus and motivation of the study.
3. The introduction part can be improved by dividing long paragraphs where each paragraph should contain a specific idea.
4. All presented equations and mathematics letters should be written in Math Type's Equation
5. The wordings and grammar of English should be rechecked throughout the present manuscript.

The topic of “An Evolutionary Game Analysis on Green Technological innovation of New Energy Enterprises under the Heterogeneous Environmental Regulation Perspective”. This paper introduced the influence of heterogeneous
environmental regulation on the green technology innovation of new energy enterprises. The writing should be improved significantly. My comments are listed as follows:
- The paper lacks a detailed analysis of related works in the introduction section.
- The authors must explain how can evaluate the impact of environmental regulation on green technology innovation in a difference-in-differences framework.
- Equation editor in MS word has not been properly utilized. Worst presentation.
- How can to provide deeper insight into the effect of ambidextrous sustainability innovation based on the impact of environmental regulation on green technology innovation.
- The authors must provide an analysis of the mechanism of environmental regulation affecting enterprise green technology innovation based on the heterogeneous environmental regulation perspective.
- Some important equation derivations and definitions should give the reference.
