Research on China’s Endowment Service Supply Model from the Perspective of Welfare Pluralism

This is an interesting paper on the issue of dealing with an aging population.  Most mature economies are facing this issue.  I think there are a few issues that need to be addressed before its published.

This is NOT a research article.  While research is cited, it is more of a policy proposal.  The way that you brand this article gives the reader unrealistic expectations.  Please reconsider the title and be careful how you approach some of the discussion.

I think that in section 3.3.2, you need to expand the discussion and provide more detail.

This sentence on page 9 needs to be revisited “The second "1" is The 410 State Council, which is responsible for education, publicity, funding, information services 411 and supervision. "6" respectively represents the main body such as families, communities, 412 workplaces, folk society, markets and schools. “ That’s very confusing.

I really like Figure 1 but consider putting it sideways and enlarging it.

A minor point--On page 12 you say

Third, the national 555 universal "Time bank" exchange platform should be established. The concept of "time bank" 556 was first put forward by American Professor Edgar Kahn in 1980. In this concept, unpaid 557 volunteer service is compensated and equivalent "time" is used as service reward.

Considering mentioning crowdsourcing and crowd funding as possibilities here.

You discuss, throughout, funding mechanisms.  Consider a paragraph  that consolidates this discussion and also discusses what should happen if any of these fall short.

The paper needs a conclusion that ties everything together.

Thank you very much for your comments and suggestions on the paper in your busy schedule. Meanwhile, I am very sorry that it took so long to reply to you about the modification. I hope you can understand me.

1. According to your suggestion, I modified the title of the article: Research on Construction Suggestions of China's Endowment Service Supply Model from the Perspective of Welfare Pluralism
2. According to your suggestion, I have made a more detailed discussion in Section 3.3.2 on the situation that the main role of pension supply is not fully played.
3. According to your suggestion, I have sorted out the concept of "116 pension service mode" in the article again. "116 pension service model ", namely, one policy subject, one leading subject, six implementation subjects. The policy subject is the National People's Congress, responsible for establishing and improving the system of laws, regulations and policies. The leading subject is the Government of The State Council, which is responsible for education and publicity, funding, information services and supervision and inspection. The implementation subjects include families, communities, workplaces, folk society, markets and schools, responsible for the implementation of specific tasks according to the division of labor.
4. According to your suggestion, I have modified Figure 1. However, due to the large amount of image content, it is difficult to further improve the font size.
5. I need to explain something. The "bank" here does not store money, but time. It takes "service time" as the unit of storage. People volunteer for the elderly when they are young, saving "time" that can be used in exchange for services when they are old.
6. I've added a conclusion at the end of the article.

Main remarks:

1.      The article does not specify the purpose of the study.

2.      The authors also did not formulate hypotheses or research questions.

3.      Justify why the proposals for changes described are appropriate.

4.      The article deals with models functioning in other countries. It seems to me that more reference should be made to the model functioning in the countries of the Western world: in the European countries and in the North America. The system of care for the elderly in democratic and economically developed countries is largely based on pension insurance systems. One should mention, for example, systems in which working people and their families pay pension contributions. This provides them with basic care when they retire. This is supplemented by help from the family, if the person concerned has one..

2.      Line 130: Where and when did the rise of "Internet + pension" occur?

3.      Lines: 176-179. where do the data on westen developed countries, Northern Europe, the UK, the US come from? Cite relevant publications or reports.

Thank you very much for your comments and suggestions on the paper in your busy schedule. After receiving the comments, I immediately revised and improved the relevant issues.

1. The research purpose has been supplemented in the latter part of the introduction. The main purpose of this study is to put forward suggestions for solving the problem of lack of overall planning in the supply mode of China's current pension service system, to give better play to the power of social organizations and help China's pension service to achieve better development.
2. The paper has made a supplement to the research questions in the end of the introduction. The main research question of this paper is to establish a model of pension service supply with perfect structure and clear division that is suitable for China's national conditions based on reference to the advanced experience of western countries.
3. At the beginning of the policy recommendations section, the article has described why it is appropriate to change the recommendations. The "116 pension service model" includes national laws, regulations and policy systems, a unified national pension service information platform, and a reasonable division for each subject of pension service. This new service model can not only realize the intelligent management of elderly care services, but also integrate various forces to promote the perfection of China's elderly care service industry and solve the current problem of insufficient participation of social organizations.
4. In fact, the advanced experience of South Korea, Japan, Sweden is considered in this study. This paper mainly explores the supply mode of pension service, including pension service policy, pension products, service subjects and so on. The research section did not cover financial issues, so there was no mention of pension insurance.
5. The year of the seventh national census has been improved. On May 11, 2021.
6. The article has explained the emergence of "Internet + pension" since the concept of "Internet +" was put forward in 2015.
7. Data sources from western developed countries, Northern Europe, The United Kingdom and the United States have been marked in the paper.
