This is a very interesting approach to the problem. However, there are three issues that the authors failed to address:

1) in general a port cannot operate an electrical grid and at the same time trade on electricity

2) as a result different entities are asked to cover part of the costs: grid/port infrastructure, capacity required, ship retrofits. How do you propose to split the subsidy and in what way?

3) shouldn't also a cost-benefit analysis take place to justify the subsidies? in terms for example of greenhouse gases saved?

1. Keywords should include relevant words that capture the essence of your research, they need to be listed in an appropriate order of importance.

2. Abstract should be written more constructively.

3. Motivations for conducting this study are not getting clear in the introduction.

4. The research question is not clearly outlined in this paper.

5. All equations must be clearly referenced.

6. The contribution of the paper should be clearly stated. What is new in the proposed approach concerning the objective function in comparison with the existing research?

7. More discussion for simulation results.

8. Add new references recently.

Paper examines very interesting topic. It is well structured and written, but the conclusion section has to be improved. Discussion is missing and should be added. The conclusions should be thoroughly supported by the results presented in the article and referenced in secondary literature. The arguments and discussion of findings should be coherent, balanced and compelling. Also, limitations of research and future avenues of research are missing, and it is recommended to add it.
