Dear Editor and Authors,

The subject of the manuscript is relevant, and the work is a theoretical, but at the same time is of practical importance in resolving issues of regional cooperation to reduce carbon emissions in transport between regions using the Chinese transport system as an example.

I have carefully studied the manuscript and can make the following comments and suggestions, which I hope will improve its quality.

1) The manuscript is consistent with the scope of the journal; however, authors are recommended to add some comments and/or conclusions that will show the connection with sustainability issues.

2) The last paragraph in the introduction section can be removed, as it does not carry scientific information, and readers themselves can see the manuscript material when reading.

3) The term "lazy emission reduction" requires clarification, because is not traditional, but is often mentioned in the manuscript.

4) To improve the perception of the material, the authors are recommended to summarize all the assumptions in a table.

5) Could you describe in more detail the mechanism for granting subsidies by the central government for transportation inter-regional abatement or fines?

6) Authors are recommended to more clearly present the novelty and uniqueness of the work compared to others research. In fact, the conclusions and recommendations presented in the manuscript are known in advance and are logical without additional investigation. Therefore, the authors should more clearly present their contribution.

7) An important advantage of the work can be recommendations regarding the applicability of the approach presented in the work and the results for other regions or countries. Authors are recommended to add comments on this matter.

8) References to the literature must indicated in square brackets, according to the journal requirements. There is no need to indicate the authors name and year of the article before square brackets. In addition, the list of references should be formatted according to the requirements.

9) There are a lot of technical and semantic mistakes in the manuscript. Some sentences are not clear, possibly due to incorrect translation into English. The MS must be check carefully. I would recommend authors to use the proofreading service.

10) Some noticed technical mistakes:

- Table 1 needs better display;

- Figures 2-4 require better clarity and increased size;

- There are many places in the manuscript with extra spaces (as in line 71, 72, etc.);

- Missing spaces between sentences (lines 74, 78, 81, etc.), also missing punctuation (lines 535, 590, etc.);

- Repetition of sentences on lines 583, 584;

- What does mean * in line 105?

The article is well written and has a novelty. It is publishable after addressing some issues.

1. It is optional if you write a background of the problem in the abstract. However, I would recommend making it more simple and clear, the abstract should start with the main aim of the study.

2. In the abstract, it is better if you can summarize the main findings without numbering.

3. In the introduction, you may write a background or general sentence such as “Carbon emission is the main problem in every production sector such agricultural [1], industrial [2], household [3], and transportation sector [4]”, which may cause the climate change [5].  In recent years, carbon emissions from transportation have become….”

4. I recommend you create a structure of hypotheses in a diagram, as it will be easier for the reader to understand the concepts.

5. These words “The main conclusions include The main conclusions include” are repeated and written in the conclusion section.

6. You must have to write study limitations and recommendations for future study at the end of the conclusion section.
