The paper brings an interesting discussion, but it uses a well-stablished approach to analyse it, not adding so much to the literature from a methodological point of view. Nevertheless, it contributes to understand the dynamics of embodied emissions, which is more and more relevant for the debate.

In terms of the method, I have two concerns:

1) Why the author(s) do not include direct emissions in the analysis? The consider only emissions embodied in inputs (the minus E in equation 4). Direct emissions are also relevant in this context.

2) In equation 6, I think DC should premultiply, and not postmultiply B (eq4). The author(s) should present the references they use for the method applied. The only reference is Leontief (1936), which is the basis, but it does not discuss exectly what they are doing. If they are proposing a new method, they should clarify it.

Point 1: Why the author(s) do not include direct emissions in the analysis? The consider only emissions embodied in inputs (the minus E in equation 4). Direct emissions are also relevant in this context.

Response 1: Direct emissions are emitted by China itself, and indirect emissions are also counted in China's emissions, which is actually the part China bears for other countries, but is counted in China's carbon emissions, which is unreasonable.

 

Point 2: In equation 6, I think DC should premultiply, and not postmultiply B (eq4). The author(s) should present the references they use for the method applied. The only reference is Leontief (1936), which is the basis, but it does not discuss exectly what they are doing. If they are proposing a new method, they should clarify it.

Response 2: In the literature, there are calculations according to the method you mentioned, and there are also calculations according our method. But our method is more accurate. Fu, Z. Method Analysis of Implicit Issue Calculation Based on Input-output Table. The Journal of Quantitative & Technical Economics, 2018,6,132-145. This article has a particularly detailed proof of this. Since we did not expect to have doubts about this, it is not included in the references, which we can add to the references.

The authors did not reflect my suggestiona on the methodogy and comments at all.  The  empirical methodology such as old I-O analysis has been well known to the scholars in the world. However, the drawback of I-O analysis is based on only supply side. It will be somewhat better if the this paper adopts the advanced methodology such as a CGE model to analyze

Response 1:Thank you for your advice. Your suggestion is very good, but it is difficult to study thoroughly in a short time.The CGE model is mainly used to simulate and analyze policy changes but it may not be suitable for our research topic. I-O analysis is currently the more correct method to calculate carbon emission. Our method fits our data, and the results are reliable. Your opinion may be an existing deficiency and an area where future research needs to be conducted in depth so we have added the limitation and future research. Besides, we have fixed some language and grammatical errors in the paper.

The authors revised a little but should be much revised over some months to be a better paper. Even though some previous papers used the I-O analysis, which cannot be an exact excuse. The I-O analysis has still a lot of problems. As we know, I-O analysis was created by Leontief more than 60-70 years ago. Instead of old I-O method, we can adopt some other different and advanced methodologies in econometrics. 

Thus, I am still uncertain about the main contribution and new methodology in empirical context such as a simple and old I-O table methodology. It should contribute a new methodology or add something to the pervious literature to publish it in the good SSCI journal.
