The subject is interesting and important, but the approach and results do not add innovation. Many arguments supporting the aim of the article can be found in the literature and contributions are not novel.

The language is not considered adequate to report the literature review; it is given as statements and not fully discussed.

Authors have presented an wonderful work related to smart city.

Few modifications are required. 

1] Line 16 - 18 not understandable. 

2] citations are missing in the 1st paragraph in 1st page.

3] Line no. 43 : it should be " long term"

4] Line no. 68: the citations of literatures must not be given continious numbers, it should be [11-19] , [21-24], please use this format.

5] Contributions are missing in the introduction

6] Fig.1 is not acceptable please change it. improve it.

7] Fig.2 needs modifications and improvement.

8] Justification for table 3, rearrange in a acceptable manner .

9] rewrite the conclusions.

10] modify the reference in acceptable manner of the journal.

This study completed a literature review on city disaster resilience to provide a new width, depth and value to current researches of smartness criteria on disaster resilience, in order to address the issues of lack of resaerch in this area. Ten city disater resilience dimensions was found after the systematic literatute review. The article also concluded that smartness in a Smart City can be viewed through sin dimensions.

The manuscript was well oganized. I suggest it be accepeted after minor revision.

Minor revision: the main contributions were not clearly stated. This can be improved, in Abstract, Introduction, etc.
