The article is devoted to the construction of a mechanism for the formation of dynamic supply chain capabilities, as well as its justification. The investigation is devoted to an actual topic. A large quantity of literature has been conducted and analyzed. The proposed mechanism was tested on 162 Chinese companies, which made it possible to formulate and verify the hypotheses suggested.

This paper is of sound quality on a subject deserving the Journal's attention. This study attempts to (1) Construct the influence path of each element of dynamic supply chain capability (2) demonstrate the influence of relationships among the elements using a survey of Chinese firms (3) Investigate the effect of environmental turbulence on the performance of supply chain dynamic capabilities (4) propose a preliminary conjecture regarding the formation mechanism of dynamic supply chain capabilities. Employing structural equation modeling based on a sample of 162 Chinese companies, this paper identified that environmental turbulence profoundly affects supply chain dynamic capabilities through direct and indirect effects. Overall, the paper is well written and well structured, therefore it is easy to follow and builds a clear conclusion from the data. Generally well written but requires some editing and revision.

 

1) In literature review, this study well reviewed prior research on Supply Chain Dynamic Capabilities, Environmental turbulence, and Supply Chain Synergy. However, to develop hypothesis, this study is required further literature reviews to present theoretical supports for each sub-hypothesis.

 2) Research design and, data analysis method are appropriate. Justification of data collection periods would be explained, additionally.

3) The processes for data analysis are appropriate and the results of it are clearly described. However, this paper just described the results of data analysis. To improve the quality of this study, author(s) need to extract more clear implications in both theoretical and practical perspectives as a discussion of the results. Additional explanations are required to link the results of data analysis and conclusions. Research conclusion (practical implication) part is weak, focusing on data analysis (enumerate bits of information). Additional explanations incorporating theoretical and practical are required.

The quality of communication is appropriate. Generally, well written but requires some editing and revision.

The article deals with supply chain dynamic capability, and proposes a formation mechanism of supply chain dynamic capability. The study validates the proposed mechanism by using data that is gathered from Chinese companies.

The topic is interesting, and the paper apparently fits to your journal.

The method used, is Structural Equation Modelling and by using this method, the authors managed to show that environmental turbulence and supply chain dynamic capabilities interactions that includes several direct and indirect effects.

The literature survey is adequate.

In general, it can be easily said that, the paper is well organized and effectively written. The results are given in detail and discussed in a clear manner.

Overall, I'd say it's the one of the best papers I've reviewed recently.

The research addresses the issue of dynamic supply chain capability from a study of the literature to validation using data from 162 Chinese companies through a questionnaire.

The paper is structured and organized as follows: there is a first section with the introduction and overview of the work, then a section with the Theoretical Background and Assumptions, the Research Methodology, a section where the research results are presented and discussed, and finally, the conclusions, limitations and prospects.

In Section 1 (Introduction) the goals of the research are specified and also the organization of the paper (reminder).

All figures and tables are cited correctly in the text.

Below are my revisions hoping that they will be helpful to you in improving and enhancing the paper:

1.     Editing: in line 454 there is a mistake with table 6

2.     What is the relationship between supply chain and transportation and mobility systems? With reference to last-mile delivery, what role does the concept of the city in 15 minutes play? How might it affect the supply chain?

1.The table citation error in the text has been corrected。
2.We have carefully studied the literature you have provided and have made the arguments in the conclusion part of the article. As part of the supply chain, improving the supply chain dynamic capability can improve the efficiency of the logistics system. The last mile is also part of logistics, and in the integration with the 15-minute urban living circle, it can greatly promote the application of smart cities and improve the emergency level of cities. This puts a higher demand on the dynamic capability of supply chain, which is a great topic and we will do further research on it, thank you for your suggestion.
