Covid-19 vaccine puts public procurement in the spotlight once again. In the need to vaccinate as many people as possible quickly, different contracting approaches have been implemented as part of Governments’ responses to the pandemic. In this way, the topic of this article, also considering the case study of Morocco, is clearly relevant and a hot issue.

The methodology used in order to shed light on the research questions is consistent and the evidence and arguments too. In my opinion, the article is properly structured. As an aspect of improvement, although the results showed are visible through the article, I would appreciate to explain more detailly the lessons learnt.

Finally, I usually recommend to define who the article is addressed to. Public procurement is a set of relationships among different stakeholders and it is important to bear it in mind.

This paper is interesting and well written, SPP/GPP is very important to achieve SDGs. I have 5 point to let the authors to improve.

1) Could you extend your case sample (either the length and the width) to improve the reliability and validity.

2) Please draw more on academic contribution and practical implications.

3) Improve the quality of your tables and figures.

4) Please make more thoughts on the future research, that means what is your research can provide new though to future papers.

5) As both developing country You can compare your country with China, please refer the paper below.
