Air pollution management in China is very complex system.

This study analyzes the topology of the collaborative air pollution management network in China. Due to evident trans-regional spread of air pollution in China in recent years and the ongoing state of air pollution any initiatives aimed at coordinated control of air pollution in China are most impotant and necesssary.

Findings of this study indicates the importance of a local small-scale government in the evolutionary process. Furthermore lower heterogenity among local governments could be an effective indicator of willingness to participate in air pollution management.

The results contained in the article although limited to local governments they provide a significant basis for further research (taking into account different governance bodies) and improving the air pollution control.

This article is a coherent, reliable and comprehensive attempt to present the issue of cooperative air pollution management in BTH region.

As for the statistical analysis I have no significant objections, although I have a few comments with regard to language issues and list of references.

1)    please correct single spelling errors

2)    please check the list of references carefully, the reference (Ding Y L et al., 2013) as well as (Jianqiang He et al., 2021) were not included in the reference list. Please keep your list of reference consistent in terms of use the full names and surnames.

Collaborative air pollution governance is an important measure to solve air pollution in China. How to reveal the dynamic evolutionary features of cooperative behavior among subjects in the region is critical to understand the behavioral choices of each participating in governance. In this opinion, the paper is very meaningful to the coordination and cooperation optimization of collaborative air pollution management in China.

There are many researches about decision-making process of each subject in the collaborative air pollution management network by various computing model. Text Mining and Analytics, MATLAB Simulation was used to investigate the complex air pollution management system, which was the innovation of this paper. I think the level of the article can meet the high requirements of Sustainability, and the review comments given are major revised,and the review comments given are overhaul.

1. It is very improper for the first passage in the introduction. As we all know, the atmospheric environment quality in China has improved significantly in the past decade, and the concentration of various pollutants in AQI has continued to decrease.

2. This manuscript is more like a project report than an academic paper.

3. The section of results and discussion is relatively too simple, and further analysis is needed according to the Figure 4-1(a,b,c) and Figure 4-2(a,b,c).
