My observation are:

1. The Abstract section should come up with concrete claims with the specific outcome achieved.

2. The introduction section can be shortened by removing the very common text like the evolution of communication technology and the basic introduction part.

3. A detailed explanation of the proposed methodology is missing. The results section should be refined with a concrete establishment of the authors' methodology based on original observations.

4. In the Conclusion section, the authors claimed that 'the analysis and prediction ability of spectrum resources are improved'. This need to be properly presented with the proposed methodology based on the authors' own judgments.

This is a well-written paper and I recommend the following modifications:

1. Some editorial modifications such as: anti risk ability -> anti-risk ability, multi domain -> multi-domain

2. In the section 3, the authors choose 2 data sets for experiment. The measured frequency span of the two data sets are all from 790 MHz to 820 MHz. Please provide the purpose for spectrum allocation of this frequency span in the target cities of the two data sets, and try to provide more background information to show the characteristics of the spectrum usage of the current cases. In addition, please try to show what can be improved if spectrum resources can be well-predicted in this frequency span for experiment.
