Round 1

Reviewer 1 Report

This paper explores a generalized cost function of passenger travel based on the values of transportation services. They select high-speed rail, aviation and air-rail and combine the logit model to build a passenger travel decision model to analyze passenger travel choice preferences.

The paper is well-written and well-structured. The section Literature Review provides the theoretical overview of the topic. The article also provides a good theoretical basis for tariffs in rail transport, convenience, comfort and security, which helps to better understand the objective of this work.

Results and conclusions are detailed discussed. The behaviour of passengers' travel choices can effectively reflect the market rationality of different transport networks. The authors state that air-rail transport has strong potential in the medium and long-distance transport market. They advise that transport companies should strengthen cooperation between modes of transport to meet the travel needs of passengers and maximize the use of resources.

In my opinion, I would like to enrich the work with further research by adding econometric models, such as quantile regression to analyse the influence of tariffs, convenience, comfort and security on the choice of transport.

Route selection is consequently a compromise between the cost of a transport service and its efficiency. Sometimes, there are no compromises as the most direct route is the most efficient. At other times, a settlement is very difficult to establish as cost and efficiency are inversely proportional. Overall, this study has significant importance.

Unfortunately, insufficient literature support has been provided to the study. It is based on empirical data, but data and analysis such as modeling are insufficient to come up with conclusive results.

Therefore, it is strongly recommended to support this study with more recent literature and provide details analysis and modeling to compile this novel research.

A well-written manuscript. The paper provides a research perspective on passenger choice behavior, a model of  travel decision-making process of passengers. It is well presented, I do not have any specific remarks and I prpose to be published in this format.
