The paper presents a very interesting topic of influencing farmers' behaviour through different policy measures. The used methods are correct. However, the presentation of the methods and results is done in such a way that I have an impression that the author do not what they studied and how. There are too many repetitions and the it is often hard to understand what the authors wanted to state. The paper must be rewritten to make the presentation of the study and its findings clearer and more precise.

This paper used a logit regression model to analyze the effects of farmers' willingness to return straw to the field. According to the empirical conclusion, the game between farmers and the government was constructed, how local governments can effectively make farmers stably choose straw to return to the field was discussed. The findings could help governments implement policies.

2. It is recommended to explain in more detail the reasons for choosing several variables of internal cognition, as well as the logical relationships
3. Supplement and improve the theoretical mechanism analysis part, and explain the source of the theory.
4. Add a graphical research framework to make the research content of the article more intuitive and clear
