Some moderate editing of the English language is required. Try to be consistent in tense and do not use both past and present tense throughout the document. 

Try not to use large numbers without comma separation. For example, 1600000 Km should be written as either be 1,600,000 Km of 1.6 million Km.

For materials, it should be specified which water glass modified polyurethane is utilized.  Is it an Aqueous dispersion ? and source where you obtain it. Similarly for the CMC.  

The science behind this paper is well thought out, but some of the conclusions you make are more hypothetical based on your results.

1. The properties of portland cement must be included in the Material & Methods.

2. Please write the specimen size of unconfined compression test (UCT) and the number of replications in the Material & Method.

3. Please write the justification of UCT test, and why not conduct other tests such as bending test or shear teat, impact test and hardness test.

3. Please write the experimental design in the Material & Method.

4. Please write the specimens size for the water stability test in the Material & Methods.

5. Please explain why the UCS delines with 10% cement content based on other researchers work (support by literature review) in the Results & Discussion.

6. Please explain why the UCS delines after 4 % stabilizer content based on other researchers work (support by literature review) in the Results & Discussion.

7. All the UCS and K values in tables and figures must be supported with statistical analysis (anova and waller duncan).

Point 2:- In conculsion sectio you had explain results discussion rather than conculsion. brief out significances of the polymers in the Cement Hardened Construction Waste Soil

Point 3:- line 296:- as in figure 7a t has written plain soil mixed with stabilizer but in text For the cement soil mixed with 3‰ of stabilizer, compared with Figure 7a and 7b, the surface of the particles seems to have a film structure, and the morphology of the soil particles could not be distinguished. in 7c and 7d are both for cement soil only. 

point 4:- in table 1 and 2 use std deviation as single readings are not justifyable
