The article is particularly timely. It will be an issue for the futures.
Some small comments on how to strengthen it and make it perform better are as follows:
In the introduction some references should be made to both a) the importance of the issue of IP localization and b) to strengthen the references to the important role of IPs and especially EIPs. Important information can be found at DOI: 10.3390/land10030271.
The methodology needs a little better writing so that the objectives are clear.
The figures need a little attention: 1,2 are not understandable. The 3, 4,5,6,7,8,9,10,11,12 want identification of the values.
In chapter 3.6 it is necessary to mention, at least at a theoretical level, other criteria or indicators that are necessary to have an EIP. Such indicators can be found in chapter 4.4 of DOI: 10.3390/land10030271

The eco-industrial park (EIP) model's possible applications are investigated in this study. The study investigates the elements impacting the EIP model's effective use in developing nations through an examination of the literature and empirical data. Strict regulations and environmental compliance are essential for promoting sustainable practices. To further explain and encourage sustainable behaviors, certain policy and regulatory frameworks are necessary. The findings from this study provide policymakers and stakeholders in Vietnam and other developing nations with useful advice that will help them improve their industrial development plans.
The study is robust, easy to follow and with good conclusions and recommendations. A real strength of the study is table #2 and the recommendations and conclusions. The methodology and EIP could be explain in more detail. This is what makes sense of the point the authors are making.
In my view the study makes a good contribution toward the evaluation of Eco-Parks in developing countries.
The English is fine, just minimal editing to facilitate reading. But it is not something that should prevent publication.
