This manuscript touched upon the stakeholder aspect of end-of-life treatment of electric-vehicle power batteries and provided a timely simulation of pertinent governmental subsidy strategies. The reviewer suggests publication of the manuscript after clarification and improvement regarding the following aspects:
1. Title: the popular term circular economy is included in the title while it is rarely discussed explicitly in the main text. Please consider either modifying the title or add a few lines to elaborate a bit on the term.
2. Abstract: please include one sentence to specify the novelty of the study.
3. Literature review: would it be possible to include more relevant studies by scholars out of China? Then, a more international landscape of the topic can de depicted.
4. Line 269: the abbreviation of ESS should be defined as it appears for the first time.
5. Line 565 ff: for easier understanding, please consider dividing section 6 into two: one as policy recommendations for stakeholders including the government, recycling companies, and consumers, the other as conclusions. In addition, the concluding section should be brief, by focusing on the key takeaways only.
6. Please doublecheck the required format of in-text citation by the journal. In the author-date method, when there are more than two authors of a reference, only the last name of the first author needs to appear: citations like (Habib, Hansdóttir, & Habib, 2020) (cf. lines 33 and 34), and (Xiong, Ji, & Ma, 2020) (cf. line 36), and so on are not in line with the convention.

the work "AGovernment Subsidy Strategies for the New Energy Vehicle Power Battery Recycling Industry from a Circular Economy Perspective" presents a good contribution in the field of Power Battery Recycling, it is well organized, presents good results, I recommend to the author to :
- the problem must be better defined in abstract and introduction, also the proposed solution must be discussed in relation to other techniques in the literature
- several variables are not declared in the text
- the results obtained require a good discussion and also a comparison

This work addresses a significant problem regarding recycling and the second life of used EV batteries. The manuscript is well written. The abstract is adequate and covers essential elements.
Several points must be addressed to improve the manuscript further.
The affiliation of each author must be completed.
Equations must be reformatted, especially equations in Tables 2 and 3.
