In general, the title of paper is attractive, however authors did not provide the main contribution that they willing to achieve.

The abstract does not reflect well the purpose of the study, not provided the contribution, even it provided the results but the digitalization concept was not shown up.

In introduction, authors highlighted to integrating the rural grassroots information resources with information exchange system by a modern information technology model. Accordingly, the model must be discussed and presented clearly in the methodology section.

Much effort has been given to the paper, however difficult to see the contribution. not sure where the green ecology can be seen in the paper

One can expect very focus contribution on green ecology methodologies and highlight what is making the model green for example focusing on the database level or C/S model.

tables from 1 to 7, usually in the scientific papers we don't present such information as it doesn't add any new knowledge to the readers, which are common parameters we usually do in our coding,

the equations that been presented are quite simple and well known for those in the field

The paper is well organized, while, I would have to say, it is an interesting topic and a good research topic in rural China, However, the author hasn’t provided a very rigorous research question, research analysis framework and corresponding methodology and it quite like a technical report of the model procedure, based on these, I can not accept the paper in the current version, my specific comments are in the bellowing:

(1) The abstract hasn’t been well organized, you should simply put forward you core research question (maybe you have, and then your research method and theory used in the paper, and then your research findings and the possible conclusion and policy recommendation for the practice, especially when you research a very typical rural policy in China.

(2) I think when you organized your literature review, it is horrible in the current status of the paper, you cannot list which researches that the authors have done, you should try to make a summarization, regarding on one aspect, a lot of authors have focus on this, and for another aspect, some other authors have focus on this. This is the literature review, it need summarization and then evaluation.

(3)  The major problems lie in that the paper has not include very specific research question. I would like to ask what is the most focus research problem of your paper? You have talked about three different Digital rural governance model, and also introduce detail about what is the function process of each model. But if you are focus on what is the formation mechanism of these three models? Or, which is the different and individual advantages that used in different rural areas? The research question is not clear, and most of the paper are talking about a function procedure, like a technical report.

(4) I find that the author has talked about the six different information display tapes and also make a comparative of the six-information display, But I am wondering have they had some relationships of the 3 different rural governance models? And what is your purpose to introduce the six different information display?

(5) In the conclusion part as we can see, the author told us that they have designed the database of the system, the business layer and the data layer, and try to explain more about the rural grass-roots service management, while haven’t provide any suggestions and policy recommendation for the different rural governance models in different rural areas or occasions.

(6) I think the paper is quite simple and with a detailed introduce of the rural governance model function procedures and lacks of the theoretical analysis framework.

(7) It lacks of the specific methodology of the paper at the same time.

Answer: I have modified Figure 2 to Figure 5.
