The research is based on three in-depth case studies that explore smart mobility governance in Seattle, Greater Manchester and Stockholm.  Reading the text I asked myself why were selected these towns and not else but the answer were in chapter 3 and I appreciate the detailed information. The subject is a new one and interesting. The link between smart mobility and sustainability is clearly stated in the manuscript. By analyzing the references, the second chapter presents the challenges of smart mobility governance and also the link between smart mobility and accountability - as a background. Pay attention because you have chapter 3 tho times (for Method and for Results). The total number of interviews is 22. In my opinion too small to have a remarkable result. Was it too complicated for the citizens?  From the 5th chapter it can be seen the specific of each city and the difference in applying smart mobility. By this study was is possible to influence the attitude toward smart mobility concept and in using it? These are the questions that could be addressed by the readers because this type of studies must have an impact.

This is an interesting paper that presents a good summary of challenges around adopting smart mobility solutions from the perspective of various stakeholders. I believe that the arguments presented in the "Discussion" section capture the main dynamics around the smart mobility landscape and outline a path that cities and operators can state to achieve more positive outcomes.
However, I feel that the actual research, i.e. the interviews that have been performed, contributes to only a limited extent to the discussion and conclusions. While the authors refer to interviewee's statements in their discussion, responses are not analyzed in more detail. Altogether, this article feels more as a well-researched opinion piece than a research paper. While I believe that the conclusions are reasonable and will be useful for researchers and practitioners, I believe that it should be evaluated by the editors whether such content fits the scope of this journal.

The topic is interesting and current, even the cities taken into consideration are representative. Good bibliographic research. The statistical processing of the questionnaires must be thorough. I encourage the authors to make their paper more in-depth.
