The manuscript should be written differently in order to be eligible for Sustainability. I suggest to authors to extract from their literature review some ideas that they chose to analyze during interviews and present clearly their new findings compared to the current state of research.
Although well documented and on a promising subject, the article should be written in order to show how it clearly contributes to the literature.

The writing style in this manuscript is quite good. However, there are some areas where the authors can improve on.
1. Line 43: The authors mentioned ACSA for the first time. The acronym should be written out in full.
2. Section on Literature Review: After reading the entire section, I found no theory that served as the foundation for this manuscript.The authors need to find some theory to explain the situation of digital procurement. Without any theory to support the stated situation, the paper may be at a high school report level that simply summarizes what many people have known.
3. The methodology is not clear. The authors need to provide more details in the section, such as where and how the number 18 is derived. Also, what method did you employ to extract and interpret data from the interview?
4. Conclusion: The authors need to answer the following questions: "What is your practical and theoretical contribution?" What is the difference between this manuscript and the basic knowledge that many people know?
