This paper focused on evaluating the high-quality development of the Yangtze River Economic Belt from the perspective of urban land use transformation. Overall, I think that this manuscript needs to be reorganized to make it more easily understandable and clearly. Here are some specific points that need to be addressed:

 

While the research area is the Yangtze River Economic Belt, it appears that the author has analyzed many cities in the upstream region based on the experimental results. It seems that almost half of the cities in the upstream region are missing data, which may affect the research conclusions, especially the author has analyzed the results based on the concept of upstream, middle, and downstream regions. If data is indeed missing from the upstream region, I suggest that the author focus solely on analyzing the middle and downstream regions of the Yangtze River.

 

On page 5, lines 201-205, the equations should not be placed within the text. Instead, they should be numbered and presented separately, just like formula (1)~(6)

 

All variables used in the equations should be explained and defined below the equation. The author should explain how to obtain the data for each variable and how to calculate it. Please do not place the variables in Section 3.2, but explain them below each equation.

 

All variables in Section 3.2.2 should be named, defined by a formula, and explained. The author should explain how to obtain the data for each variable. For example, when describing the ULT variable, the author used plurals, so it is unclear whether ULT refers to one or more variables.

 

I recommend that all variables mentioned in Sections 3.2.2 and 3.2.3 be presented in a list or table format, including their names, calculation formulas, and meanings. Please place the list before or after the equations.

The paper selects data from the Yangtze River Economic Zone and analyzes the direct, indirect, and non-linear effects of land transfer on high-quality economic development. The research process is relatively standardized, but there is a lack of innovation. As a result, I don't think this manuscript is suitable for publication.

Local finance is critical to high-quality economic development, and land transfer is critical to local finance. As a result, the relationship between land transfer and high-quality economic development deserves further investigation. However, as far as I know, a number of articles on the subject have been published. In addition, related articles have been published in this journal. They all make use of more detailed data and longer time series, so this paper's research value and innovation appear to be insufficient.

Perhaps the study would be more valuable if the author can choose more comprehensive cities and data by comparing cities of various classes and regions. the author can also investigate the relationship between land and fiscal policy changes on land transfer, local finance, and high-quality development, if this is of interest to the author.

The paper was academically written and adequate methodology was applied - Entropy method, Benchmark regression model, Mediating effects model, Panel threshold model. However, in order to improve the quality of the work, the reviewer's suggestion is to insert a literature review, or if the authors believe that the theoretical analysis is in fact a literature review, to indicate it as such - in the subtitle Theoretical Analysis - literature review. A separate subtitle should be for Hypothesis.

It is also the reviewer's suggestion to separate the conclusion from the solutions and recommendations. The proposal is to write the "Solutions and Recommendations" section first, and that the conclusion be a separate unit at the end of the paper.
