The work seems very interesting and has enough innovation to be published in this journal, but I suggest a series of tips to the authors to improve the paper.
1- The end of the introduction, needs to be revised based on the innovation of the work. Mention the solution instead of mentioning questions.
2- The abstract is confusing. please improve it .
3- The introduction is too simple and long. it could be improved with more strategies and mix with literature review.
4-How fuzzy type -3 as an innovative scheme can develop your study?It's extremely recommended to refer to the following novel papers in optimization and bring it into your Literature Review.
A robust control of a class of induction motors using rough type-2 fuzzy neural networks
A developed observer-based type-2 fuzzy control for chaotic systems
5- The difference and contributions of research in comparison with the existing ones should be well clarified and highlighted better in the same standard condition.
6-How equation 2 is given? it is disputable. please clarify.
7-The innovation of the work is not clear . The paper has a lot of inefficient explanations. please summarize and get focus on novelty and advantage more.

This paper conducted a systematic literature review of the existing time-cost optimization models in the field of construction management. The study also identified research gaps and provided recommendation for potential areas for future research in the field. The paper is generally written well and the structure is clear. Some small area need to be improved.
In the Descriptive Analysis section, the author should provide a summary on how many papers were obtained by keyword search, how many were selected after abstract review and full paper review.
Is there any existing review paper in the past that focused on the time-cost optimization models, if so, the author should also summarize the findings from those paper and describe how the current study is different than the previous one.
I would suggest include the year of each paper in Table 1, so it is clear to the readers how the methods are evolving over years.
In table 1, the Main Contributions of Genetic algorithm with linear programming is not listed.
Figure 1 and 2 are not clear, consider using higher resolution.
