Comments and Suggestions for Authors
  1. The title of this paper is “Research on the Competition and Coordination of China’s New Energy Vehicle Industry”, but the entire paper is basically an introduction to the new energy vehicle industry in Guangdong Province or the Greater Bay Area. There is a lack of sufficient analysis, comparison, and explanation for other strong regions of the new energy industry. Please supplement accordingly in the follow-up.
  2. Some references in the bibliography are not standardized, such as reference 8. In addition, if you quote government documents or notices, you also need to write according to the reference policy citation norms and web citation norms, especially the Chinese policies or notices need to be translated into corresponding English, and attach the URL link. Please correct the errors in the references carefully.
  3. The background color and border of Figure 4 and subsequent figures are problematic and do not comply with the journal’s norms. Please correct.
Comments on the Quality of English Language
  1. There are grammatical errors in some parts of the article language, and some professional terms related to cars are used improperly. Please carefully revise the manuscript language.

Agree that comparison of regions is necessary to fully explain China’s NEV development.  However, this paper is an initial focus on the dynamics with the most important region. Further research can use it to make comparisons using a more deductive examination.  A comment to that effect has been added to the second last paragraph.

The manuscript has been prepared using ACS style as requested by the Journal.  Unfortunately, due to the nature of some of the sources e.g. reference 8, not all fit in easily with the style.

All changed.

The paper has been carefully edited several times.

Comments and Suggestions for Authors

Your paper "Competition and Coordination: Regional Dynamics in the Rise of China’s New Energy Vehicle Industry" provides an excellent contribution to this area of research.  It provides substantive information to analyze how competition and coordination have been defining the regional dynamics of China's NEV industry.  I am recommending that the paper should be accepted and published, however I would suggest that in preparing the manuscript you take care of fixing two minor comments:

1.- Page 13: Line 464: It says  "The effectiveness of these policies has been such that EVs accounted for 53 percent of private cars purchased in 2025."

The question is if this year 2025 a mistake as we are have not yet come to be in 2025?

2. Concerning Infrastructure discussion in 6.3

Page18 Line 652 says "The provincial government took on this responsibility not only in differential allocation of subsidies to the cities, but also in developing its Yueyichong application platform so that consumers in all cities would be able to find chargers readily.

Question:  What provincial government?  Is Yueyichong application platform available for "all cities" in both provinces primarily Guangzhou and Shenzhen?  Is is used in the other provinces and cities as well? Please clarify this.

Author Response

Thanks for your helpful comments.

This article examines the emergence of the new energy vehicle (NEV) sector in the Greater Bay Area of China. It systematically evaluates the policies that the national government, the province, and the cities employ to establish a regional industry. The article studied an interesting and trending topic; however, it needs minor improvements before being considered for publication. The following comments might improve the article's chance of publication.

Issue addressed in second line.

Abstract

The research method and results should be explained briefly in the abstract.

Done.

Introduction

The contributions of the present research are unclear. Devote a paragraph to contributions.

Are there any studies closely related to the present study regarding methodology, research gap, or even case study? The author should compare the present study with the closely related studies to highlight the novelty of the research.

Added Add a line at 90-91 to clarify distinctions with other approaches.  Too save space actual citations come in literature review.

The research gap is hard to get. The authors are expected to present research gaps, what they look for in the present research, and how they will solve the problem. What problems and gaps do the authors want to address and fill?

Research gap addressed in first paragraph.

More recent studies must be cited in the introduction. The authors cited only a few references at the beginning of the introduction!

Added a line at 90-91 to clarify distinctions with other approaches.  To save space more recent citations come in literature review.

Literature Review

Well presented.

Methodology

The steps of the methodology are unclear. The research method should be presented in detail so that other researchers can follow it and apply it in the future. It is recommended to illustrate the methodology steps using a flowchart.

Flow chart added and text revised: lines 269; 290-300.

Interviews with government officials and academics: If the authors did interviews, they should present the panel of experts.

As the research focus was on empirical investigation of policy implementation, we have not included quotations or specific details from interviewees, rather their collective viewpoints have informed our understanding of coordination in the region.

Context

Well presented.

Results and discussion

Well presented. Good job.

Conclusions

Any limitations to the study?

Any recommendations for future studies?

Limitations and future study recommendations noted in second last paragraph, especially lines 783-785.
