The manuscript discusses an intriguing topic related to climate change, focusing on the implementation of climate change policies to enhance decision-making processes. It explores the potential impacts and effectiveness of these policies at both national and global levels. However, several challenges need to be addressed:

  1. The sample size is deemed too small to draw conclusive findings.
  2. The potential impacts of climate change on other areas such as biodiversity and human health have not been adequately considered.
  3. Environmental and economic costs associated with policy implementation are overlooked.

In addition to addressing these challenges, the manuscript requires further elaboration:

  1. 1- The title should be more descriptive, reflecting the research challenges, content, and methods.
  2. 2- The abstract needs to be revised to better reflect the research objectives and conclusions.
  3. 3- The introduction should clearly define the research problem related to climate change adaptation in urban areas, exploring how they can best adapt and develop resilience.
  4. 4- The methods section needs more detail, including the databases searched, inclusion/exclusion criteria, and data analysis techniques used.
  5. Sample size selection criteria, survey questions, sampling method, and data analysis techniques should be clearly described. Survey results should be presented clearly, with tables and graphs to illustrate key points, and study limitations should be discussed.
  6. In the discussion section, findings should be linked to previous studies, especially those discussing climate change impacts on urban development in both Global North and Global South contexts.
  7. 5- The discussion section should include a discussion of research limitations and suggestions for future research in the conclusion.

Unfortunately some comments were harder to accommodate as they stemmed from misunderstandings regarding the purpose of the paper (which already was explicit but we have made it even clearer now) and regarding the methodology (which is not quantitative but qualitative; we have now spelled this out in more detail, especially with regard to the use of a survey to ask open-ended, qualitative questions).

What does the indication under * in line 190 refer to?

In line 210, 224, 276, 279, … refer to the references.

The theme of the work entitled: "Place-based Adaptation through Network Governance" by YoungHwa Cha, Kate Donovan, Simon Shackley and Dan van der Horst, refers to research into different ways of managing, setting up and implementing climate change adaptation policy (CCA). A case study from the city regions of Edinburgh and Glasgow is explored in order to find the most acceptable options for adapting to climate change.

The originality of the submitted work is reflected in the case study research, from the city regions of Edinburgh and Glasgow, where three different management methods were investigated in order to understand the reason for setting up the CCA policy and the possibility of applying the obtained results and considering the possibility of improvement in future developments.

The conducted research gives the possibility of applying it to other areas, implementing and finding procedures for the development and improvement of the methodology.

Chapters 1. Introduction and 2. Literature review; the governance of climate change adaptation is possible to unify. Ways of application need to be considered (who are the potential users of the research).

Within the conclusions, it is not necessary to refer to a reference, but to state your views and point out what has been achieved and where the conducted research can be applied.

References should be referred to in lines 210, 224, 276, 279, ... and, if necessary, added to the References chapter. In addition to the sources mentioned in the text, the pages to which the authors refer are added, which is not usual. Check the referencing procedure.

It would be good to give a graphical representation of the study area to get a clearer idea.

The manuscript explains “Place-based Adaptation through Network Governance”. After a careful review, I found this work interesting and worth publishing in the Sustainability. I propose this work can be published after major revision as following:

·         Why authors are only chosen Glasgow and Edinburgh?

·         Why authors are not explaining climatic change policies, rules and their comparison with respect to Government and local people level adaption.

·         Why authors are not explaining quantitative data with respect to policy adaption difference in both cities?

·         The authors should apply statistical analysis on their survey and interviews and present that data in graphical way

·         The authors should give brief reasons and discussion with respect to their results and illustrate a schematic diagram to explain the whole scenario of climate change adaptation in Glasgow and Edinburgh.  

·        The authors should also give suggestions to improve and adapt climate change adaption polices and rule not only in Glasgow and Edinburgh but also for whole UK. "
