The authors of "The Architecture of the Access Protocols of the Global Infocommunication Resources" deliver a novel methodology within a well-structured and -written paper. The text is concise and figure qualty is high.

The result section with the listed 4 points is acceptable. The following discussion covers extensively the disadvantages of VHO and potentials of ADs in via bullet points on one page.

Even though, the abstract is longer than usual, it is well-written and understandable, and not necessarilty requires shortage.

The authors proposed an architecture of protocols for interaction between terminal devices and the base stations, Moreover, they described a strategy for selecting a network for access to global info communication resources.

The proposed work is complaint with the laws of development of telecommunication networks.

This work confirmed the feasibility of creating centralized resources that provide access to various networks, and could improve the efficiency of using the last mile resources and improve the quality of user service which can be applied when implementing 5th generation networks.

The paper can be accepted in this format, but it will be good to elaborate more on the results (figures) to show the contribution of this work.
