This manuscript is outside of my expertise. I have a few comments for the authors to consider. 

My main suggestion is to include clear discussion of the positive and negative aspects of the three insurance options considered. 

Make sure that variables are defined and the same abbreviation is use throughout the manuscript. Line 168, for example, includes drought State Index SI which I assume is the same as DSI. It is best if readers do not need to assume. 

Figures need to be numbered in the order that they are presented.

There seems to be a missing word in Line 222 and 362. There are several other places where similar editing is needed.

Line 278-279, how were the variables standardized?

Line 297-298, how were the variables weighted?

This study presents a new index-based drought insurance scheme in an irrigation district in the Jucar river basin in Spain. It is interesting study, , but some revision should do before publication.

 

Abstract:, 

1. the author should highlight the main results of research and the author only indicated the methods of study.

2. Keyword, I suggest the author add “Jucar river basin “as a keyword

 

Introduction:

3. Line 79, “The volume of water stored in reservoirs. [37] [31].”,Theshould be lower case, and the references [37] [31] should be added before the dot.

4. Line 79-80, ” Also, [38] took both rainfall 79 and the volume of water available for irrigation as the index of…”,the reference [38] is mistake, and this sentence is grammatically incorrect.

5. Line 83-88, the author should add the research progress of Jucar river basin in Spain, and indicate why select the region as a case study.

 

Materials and Methods

6. Table 1 and 2  is not in the right format

7. Figure 2. should add longitude and latitude to left maps.

 

Results

8. Line 344-347, this paragraph should be listed as a point separately.

9. Line 358, Figure 1 should be Figure 5.
