The manuscript concerns the important topic of multi-objective co-opetition mechanism of river downstream cascade reservoirs during flood season. The form of the manuscript is typical case study concerning the of Jinsha river downstream cascade reservoirs. The manuscript presents important topic, but the other hand it should be corrected according to the following remarks. Please check all the figures, as to improve its quality, eg. Line 459. Figure 7. Non-dimensional analysis of the SSEDO and generated energy. or Line 512. Figure 8. Cascade dispatching process downstream of the Jinsha River under the typical schemes. How You define low risk in flood control? On what base the value of WFCI = 35,000 was assumed? How You define risk? Add references to equations, if they are introduced by other Authors. Some of the abbreviations are obvious but if they occur in the text for the first they should be explained. Include in the text information about limitation of the presented study.

Manuscript deals with important issue of the complex relationship among flood control, power generation and ecological maintenance for the four cascade reservoirs. The following remarks should be included in the text. Small font of the figure: Line 132: Figure 1. Schematic diagram of the Jinsha River downstream cascade reservoirs. The choice of reference could be supplemented with respect to the risk definition, which means a measure by which to assess a hazard or threat resulting either from probable events beyond our control or from the possible consequences of a decision [a]., which have been developed, e.g. Ref a, b listed below), and they were proven effective for infrastructures as well to achieve improved safety and reliability. This aspect may be mentioned in the Introduction, and the mentioned paper may be included in the References as examples., a. Pietrucha-Urbanik K., Tchórzewska-Cieślak B. Approaches to Failure Risk Analysis of the Water Distribution Network with Regard to the Safety of Consumers, Water 2018, 10(11), 1679. The last point of the article contains in fact only the conclusions relating to the researched case study, but there is no more detailed perspective. The article concerns important practical issues that are the subject of discussion in the scientific field.
