This paper provides a relevant theme: a game analysis and simulation in hydropower development interest. I provide some comments about that.

 

The authors start by describing the China context (see, line 32). I suggest, at the beginning of the introduction, explaining hydropower as a renewable source of energy in a general context, and presenting information about others regions.

 

In the end of this section, the authors need to clarify the novelty of this study and its implications for further research and for the society as a whole.

 

Equation 1: it is not clear to me what means the letter “d” and “t” in this equation.

 

I really appreciate the effort made by the authors to describe in details term all equations.

 

 

On page 11, I suggest explaining the meaning of eigenvalues. If possible, the authors should give more details on each scenario.

Response 1: In the introduction, an explanation of hydropower generation and its global development status has been added.

Response 2: In the conclusion, relevant content about the novelty of the article's research and its impact on follow-up research has been added.

 

 

Point 3: Equation 1: it is not clear to me what means the letter “d” and “t” in this equation.

 

Response 3: dt refers to the calculus of time. Added introduction to dt in the introduction section of Equation 1.

 

 

Point 4: On page 11, I suggest explaining the meaning of eigenvalues. If possible, the authors should give more details on each scenario.

 

Response 4: The meaning of the eigenvalues is explained in the text, which is convenient for the understanding of the scenarios mentioned later.

Resolving conflicts in environmental protection will become extremely important in the coming years. Change from the traditional energy to renewable energy resources is a positive trend, but it can also be associated with the problems of displacement of people and compensation for the loss of buildings, land, farmland, etc. Anticipating potential conflicts is therefore a strategically important element of management in an ecologically sustainable world. The article presented for review follows this trend. The authors of the article have presented clearly the purpose and scope of the work. They’ve correctly selected the literature and correctly presented the background of the research problem and the state of the research. The methodology used in the article does not raise any objections. In the opinion of the reviewer, the assumptions of the model were clearly identified. The test results are  presented in the figures and tables, easy to read. The work is interesting in terms of content and research. However, I propose in the conclusions to present the scenarios and their interrelationships in the form of a block diagram / mental model, which would improve the reception and understanding of the research results. Moreover, the conclusions are in line with the evidence and arguments presented in the paper.

Response 1: In the conclusion, a figure has been added that presents some suggestions for dealing with the relationship between the three game players.
