Round 1

Reviewer 1 Report

1. Within the frequency analysis for the non-stationary hydrological variables, please explain what kind of runoff data was used in this study (e.g., peak discharge).

2. before developing the proposed frequency analysis for the non-stationary data, please verify that this is an obvious change in the statistical properties of the runoff data with time.

3. In calculating the AIC value regarding the various probabilistic functions, authors should specify the quantities under the different return periods.

4. it is suggested that the comparison of the quantitiles calculated by the stationary and nonstationary frequency analysis should be made. And demonstrate that non-stationary frequency analysis is advantageous to the reliability and accuracy of the estimated runoff data under consideration of the return periods

5. According to Figure 4, the temporal varying trend of the annual mean value of rainfall and runoff is taken into account in the model application; however, several investigations point out that the change in the variance of the hydrological variables is more noticeable than the mean value. Therefore, the application of the proposed model on the temporal varying trend of the variance should be implemented.

Round 2

Reviewer 1 Report

The authors proposed an excellent statistical approach for identifying the best-of-fit probability functions; it is anticipated that more applications regarding the proposed approach could be addressed in the section Conclusion.
