Abstract.

The value of the manuscript would improve if the authors would explain the three abbreviations:  DPSIR, HEVD and DPEBLR.

The statement “The government should continue to slow down population growth is easier said that done. What the government can do is to slow down urbanization allowing essential infrastructure to be ready before the area is occupied

Introduction

The value of the manuscript would improve if the authors would explain ALL abbreviations and after that use the abbreviations throughout  the text. Do not expect that all potential readers know the abbreviations. If there are many abbreviation, you may even want to include a list of abbreviations in the beginning of the manuscript. This is very reader-friendly.

p. 1: Please check the hyphenation of words. Many are not correct

p1 line 34: “ecological environment construction of”, can be replaced by biodiversity in cities, or blue-green areas in cities

p1 line 35 and 36: have contributed to the increasing frequency of urban water security incidents and the severity of the consequences. Alternative: have contributed to the increasing frequency of urban water security and severity of incidents.

P1 line 39: the healthy development can be replaced by sustainable development. The reasons is that it is not clear if you mean environmental health, human health of

What do you mean with insecurity pregnant????. You are explaining that in line 134. Perhaps it is even better to refer to Figure 1 already here (line 88/89).

Table 1. Can superscript be used, where appropriate?

Line 330. You may wish to include the reference Makarigakis, A.K., & Jimenez-Cisneros, B.E. (2019). UNESCO’s contribution to face global water challenges. Water, 11(2), 388. https://doi.org/10.3390/w11020388 as this paper contains a SDG figure where water takes a central position.
