This paper evaluates national financial support programs to promote the installation of rainwater harvesting systems, increasing economic feasibility. Based on a cost-benefit analysis, capacity optimization methods are further suggested. A sensitivity analysis is performed to determine the relative importance among uncertain parameters such as inflation rate and social discount rate.

This work is interesting for reader. But, following comments should be considered in the revision.

1- Novelty and contribution can be highlighted in the introduction section.

2- The uncertainty modeling of water, electricity and gas prices must be applied in the model.

3. Risk related to uncertainties of water, electricity and gas prices can be modeled in the revision.

4. More cases should be studied in the modified version.

5. A discussion can be added to show the capability of proposed method.

6. References can be updated.

Congratulations to the authors for the work done.

The work presented is novel and in my opinion of great quality.

It presents some small formatting issues that need to be improved:

1.      Most references are outdated. I recommend putting more current references, from 2020 to the present, since the vast majority of them are prior to 2015, so the state of the art is not up to date.

2.      The text presents an excess of acronyms and variables, making it difficult to read.
